DISTRICT ADVISORY COMMITTEE
REGULAR MEETING
APRIL 18,2000
I. CALL TO ORDER
Chairman Donald A. Gilmore called the Regular Meeting to order at 7:07 p.m., Tuesday,
April 18, 2000, in the East Conference Room of the Municipal Building (City Hall, ll26
East State Road 434, Winter Springs, Florida 32708).

Approval of the March 21, 2000 Regular Meeting Minutes
Discussion followed regarding that comments made for the record are written in the
minutes verbatim. On page two, the sixth paragraph should read "To my recollection, I
would lean more towards your [Ms. Graham] and Moti's opinion, as I recall some of the
discussion Kangee mentioned."
Committee Member Moti Khemlani stated for the record. "I feel very strongly that the
City has worked very hard for the citizens of this City - the secretary worked very hard
over the weekend and I was there, personally, seeing the staff working very hard and
people don't appreciate how much time it takes."
Chairman Donald Gilmore stated for the record. "I think, we as a Committee should go
on record expressing our appreciation to Deborah for working so hard on getting those
out, even delivering them to us over the weekend, thank you very much, it is appreciated.
Your hard work and effort, and Kip's, is recognized - it takes a lot of extra effort.
MOTION BY COMMITTEE MEMBER MORRIS: "I MOVE THAT WE

C. Continuing Development of the Committee's Procedure Manual
Chairman Gilmore asked the Committee Members if any corrections or changes were
needed.
MOTION BY VICE CHAIRMAN HILLARY. "I MAKE A MOTION THAT WE
ADOPT THE BY-LAWS, THE LAST DRAFT THAT WAS DELIVERED TO OUR
HOMES OVER THE WEEKEND." COMMITTEE MEMBER TILLIS
SECONDED. DISCUSSION.

A. Finalization of Easements and Agreements
The Committee discussed that Unit Three must give approval for the encroachment onto
the bridal path easement at Shetland Avenue; and that Committee Member Khemlani will
begin informing the homeowners of the upcoming approval request.
Ms. Terry Scarlatta, 106 Nancy Circle, Winter Springs Florida: asked what authority the
Committee has and their role.

Discussion continued regarding vehicles driving off the road and on the grass along
Shetland Avenue and Citrus Road; and the possibility of solving the problem with
landscaping and fencing.
Mr. Kipton D. Lockcuff, P.E., Public WorkslUtility Director informed the Committee
that he received a letter in which Father Bluett proposed that he be allowed to construct
the corner of the wall on the northern side of Trotwood Boulevard and at a later date be
reimbursed by the Tuscawilla Lighting and Beautification District.
The Committee discussed the letter; that a temporary wall could be built; and the pros
and cons of a section of the wall being built separately from the whole proj ect.

THIS ISSUE FOR THIRTY DAYS." SECONDED BY COMMITTEE MEMBER
HILLARY. DISCUSSION.

OVER TO THE CITY MANAGER'S STAFF FOR FURTHER DISCUSSION
WITH FATHER BLUETT AND MS. KANGEE GRAHAM AND IN THIRTY (30)
DAYS FROM NOW WE WILL BE IN A BETTER POSITION TO PASS A
JUDGEMENT ON IT." COMMITTEE MEMBER KHEMLANI SECONDED.

B. Maintenance Specifications
Mr. Lockcuff informed the Committee that the first draft of the maintenance
specifications is being reviewed; Mr. George Edwards will be attending the meetings on
behalf of the Staff until August; and that sod will be placed along Shetland Avenue where
cars have been driving off the edge of the road.
E. Other Business
Discussion ensued regarding a possible temporary wall at Trotwood Boulevard; and Mr.
Lockcuff suggested keeping irrigation and the lawn service in the same contract.

Chairman Gilmore adjourned the meeting at 8:07 p.m.
