TUSCA WILLA LIGHTING AND BEAUTIFICATION
DISTRICT ADVISORY COMMITTEE
APRIL 6, 1999-REGULAR MEETING
I. Call to Order
The meeting was called to order at 7:02 p.m., Tuesday, April 6, 1999, by Chairman
Donald A. Gilmore in the East Conference Room of the Municipal Building (City Hall,
1126 East State Road 434, Winter Springs, Florida 32708)

The following Agenda Items are documented in the order they were discussed.

D. Other Business
Mr. Alan Davis, 2020 Winter Springs Boulevard, Winter Springs, Florida: informed the
Board that he is the owner of the commercial property located at the comer of Seneca
Boulevard and Winter Springs Boulevard. Mr. Davis asked about the design for the
proposed entrance at Seneca Boulevard and spoke about the possible de-annexation of
this property. Discussion ensued regarding this issue and Mr. Bill Starmer, President,
Starmer Ranaldi Planning and Architecture, Inc. (sri) handed out copies of potential
designs.

Board Member Linda Tillis arrived during the previous conversation.
B. Discussion with Bill Starmer Regarding the Entrance Designs
Mr. Daniel Bennett, 153 Cherry Creek Circle, Winter Springs, Florida; and Ms. Denise
Ritchey and Mr. Scott Ritchey, 155 Cherry Creek Circle, Winter Springs, Florida:
residents of The Reserve at Tuscawilla, spoke briefly regarding the proposed entrance at
Tuscora Drive.
There was discussion about the Seneca Boulevard entrance and the possible de-
annexation.
MOTION BY VICE CHAIRMAN GARY HILLERY: "I MAKE A MOTION
THAT WE PROCEED WITH "A" WITH THE OPTION OF MOVING IT,
DEPENDING UPON WHAT HAPPENS IN THE FUTURE ON THE
ANNEXATION". SECONDED BY BOARD MEMBER MOTI KHEMLANI.
DISCUSSION ON THE POSSIBLE DE-ANNEXATION. VOTE: DONALD A.
GILMORE: AYE; GARY HILLERY: AYE; LINDA TILLIS: AYE; MOTI
KHEMLANI: AYE; GEORGE MORRIS: AYE. MOTION CARRIED.

Mr. Starmer spoke to the Board about the proposed entrance at Tuscora Drive and
demonstrated possible designs. There was further discussion regarding this entrance.
MOTION BY BOARD MEMBER KHEMLANI: "I MOVE THAT WE ALLOW
MR. STARMER TO PROCEED WITH THE DESIGN THAT IS APPROPRIATE
FOR THAT ENTRANCE AND THEN WE DISCUSS THE COSTS LATER".
SECONDED BY VICE CHAIRMAN HILLERY. DISCUSSION. VOTE:
DONALD A. GILMORE: AYE; GARY HILLERY: AYE; LINDA TILLIS:
AYE; MOTI KHEMLANI: AYE; GEORGE MORRIS: AYE. MOTION
CARRIED.
The Board discussed the proposed Shetland Avenue entrance and reviewed a new design
from Mr. Starmer. The Board agreed by consensus that they liked the new design for the
entrance.
The next discussion was regarding the proposed Trotwood Boulevard entrance. The
Board looked at designs from Mr. Starmer and discussion ensued. Some of the concerns
included: encroachments on private property; the safety of children when going to and
from school; not harming the existing trees; and the fence that runs along Tuskawilla
Road near Trotwood Boulevard. The Board directed Mr. Starmer to proceed with design
"A" .

Mr. Starmer gave the Board copies of an updated design for the Vistawilla Drive
entrance. There was much discussion regarding the locations of the signage; the
locations of the pavers; and which design to recommend, along with the Florida Power
switchgear box.

MOTION BY BOARD MEMBER KHEMLANI: "I MOVE THAT WE GIVE MR.
STARMER THE GO AHEAD FOR THE DESIGN OF ONE SIGNAGE OF THE
SECONDARY DESIGN TO BE INTEGRATED WITH THE WALL AT HOWELL
CREEK AND THAT WE AUTHORIZE THE BRICK WALL, FIFTY FOOT OF
BRICK WALL FROM THE SIGNAGE WEST, TOWARDS THE WEST, WITH
THE DEVELOPER BRICKING THE ADDITIONAL FIFTY FOOT; AND A
SIMILAR DESIGN BE ALSO PLACED ON THE NORTH SIDE OF EAGLES
WATCH ENTRANCE AND A PAVER DESIGN, OR PAVERS, AT THE
HOWELL CREEK SIGN LOCATION". CHAIRMAN GILMORE ASKED
BOARD MEMBER KHEMLANI IF HIS MOTION EXCLUDED THE PAVERS
AT EAGLES \V ATCH. BOARD MEMBER KHEMLANI ANSWERED:
"RIGHT". DISCUSSION. SECONDED BY CHAIRMAN GILMORE.
DISCUSSION. VOTE: DONALD A. GILMORE: AYE; GARY HILLERY:
AYE; LINDA TILLIS: AYE; MOTI KHEMLANI: AYE; GEORGE MORRIS:
NAY. MOTION CARRIED.
The Board was given a brief update by Mr. Starmer in reference to the waterfalls
proposed for the front entrance being given a "ripple effect'" and the use of well water
versus reuse water in the ponds and fountains. The Board further discussed these issues
and other matters regarding the fountains and ponds.

This Agenda Item was not discussed.
B. Discussion of Scope of Services with Kangee Graham
This Agenda Item was not discussed.
