MINUTES
TUSCA WILLA LIGHTING AND BEAUTIFICATION
DISTRICT ADVISORY COMMITTEE
MARCH 2, 1999 - REGULAR MEETING
I. Call to Order
The meeting was called to order at 7:07 p.m., Tuesday, March 2, 1999, by Chairman
Donald A. Gilmore in the East Conference Room of the Municipal Building (City Hall,
1126 East State Road 434, Winter Springs, Florida 32708)

Approval of the (Tabled) January 29,1999 Regular Meeting Minutes
Motion by Board Member Linda Tillis: "I move that the minutes be
accepted as written with the exception of Gary's name being misspelled on
the January 29th Minutes". Seconded by Vice Chairman Gary Hillery.
Discussion. Vote: Linda Tillis: Aye; George Morris: Aye; Gary Hillery:
Aye.
Chairman Gilmore recessed the meeting at 7:10 p.m.
Chairman Gilmore reconvened the meeting at 7: 12 p. m.
The Board continued discussion on the above Motion. Vote (Continued):
Don Gilmore: Aye. Motion passed.

II. REGULAR AGENDA
A. Discussion on Lighting Options
Discussion ensued in reference to the "life expectancy" of the poles, fixtures and wiring
of the street lighting. The Board also discussed issues regarding "net present value",
inflation, cost of money, and "time value of money".
Board Member Moti Khemlani arrived.
There was discussion on the number of poles and fixtures being planned for along Winter
Springs Boulevard and the distance between the poles.

c. Other Business
Vice Chairperson Hillery spoke about pump requirements and specifications for the
fountains and possible weirs at the front entrance. Discussion on these issues and the
maintenance ofthe ponds.
B. Discussion of Secondary Entrances
The Board discussed what work will be done in the "1st Phase" of construction, if
approved. From this a discussion ensued regarding the Secondary and Tertiary entrances
and when work will begin.
c. Other Business
Chairman Gilmore summarized the following points from this meeting:
In the subject of street lighting, the Board agreed that owning the lighting or leasing from
Florida Power involves a financial risk, which City Manager Ronald W. McLemore and
his staff will look at and come back to the Board with numbers to analyze for future
discussions.
The Board was in agreement to proceed with the architectural design of the main entrance
and then move into the secondary and tertiary entrances. The Board was also in
agreement that, at this time, none of the secondary and tertiary entrances will be
addressed or started before the others. The Board Members will proceed with
negotiations on locations ofthe additional entrances.

The Board discussed the Future Agenda Items at length, specifically, why the subject of
Secondary and Tertiary entrances should be on the next agenda.
II. REGULAR AGENDA (CONTINUED)
A. Discussion on Lighting Options (Continued)
The Board briefly continued discussions on the life expectancy of the poles, fixtures and
wiring and insurance coverage.
IV. ADJOURNMENT
Motion was made by Vice Chairman Hillery to adjourn the meeting. Seconded by
Board Member Tillis. With consensus of the Board, the meeting was adjourned at
9:17 p.m.
