HomeMy WebLinkAbout1998 11 24 Tuscawilla lighting and Beautification District Advisory Committee Regular Minutes MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE NOVEMBER 24, 1998 - REGULAR MEETING I. Call to Order The meeting was called to order at 7:01 p.m., Tuesday, November 24, 1998, by Vice- Chairman Hillery in the East Conference room of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, FL 32708). Roll Call Donald A. Gilmore, Chairman, absent Gary Hillery, Vice-Chairman, present Moti Khemlani, present George Morris, present Linda Tillis, present Also Present Ronald W. McLemore, City Manager Kipton Lockcuff, Utility/Public Works Director Board Member Khemlani introduced Lee Jensen and Randy Thompson from the Subdivision of Howell Creek Reserve. Board Member Khemlani informed the Board that he invited them both to the meeting to participate in a discussion regarding the entrance at Vistawilla Drive. The following agenda items are listed in the order discussed. II. REGULAR AGENDA C. Other Business Board Member Tillis informed the Board that she looked backed through the notes from the meetings to see if there was any costs that were missed that needed to be "nailed down" to start the budget estimates. She stated that there were three types of costs to account for. The first is finance, the second is operating and the third is construction. She said that the City will determine the finance cost after the Board has assembled their operating and construction costs. Board Member Tillis further stated that she is concerned over who will be "picking up" the cost of the irrigation estimates and the street markers (sign posts). As far as operating costs, she is concerned with the cost of water. The Board discussed these costs. Vice-Chairman Hillery informed the Board that he has been working on maintenance issues for the medians and the front entrance. He mentioned his concern over the cost of having annuals planted and hoped that the annuals can be "kept to a minimum". Discussion on maintenance and arbor care. A. Discussion on Critical Events Schedule Manager McLemore informed the Board that the discussion on the Extended Critical Events Schedule would need to take place at a future meeting, due to the fact that he was not able to reach the consultant. Manager McLemore continued by saying that he was comfortable with the schedule. Discussion. C. Other Business (Further Discussions) Ted Doss, 701 Sybilwood Circle, spoke about having a sign for Tuscawilla on his property. The Board discussed the secondary entrances, focusing on the secondary entrance at Trotwood Boulevard. B. Discussion on Lighting Options Board Member Morris reviewed costs for underground wiring installation, poles and fixtures. The Board discussed the advantages and disadvantages of using a private contractor versus Florida Power. Discussion on Florida Power installing sample fixtures and presenting new prices to the Board. III. Adjournment Motion by Board Member Khemlani to adjourn the meeting. Seconded by Board Member Tillis.
