MINUTES
TUSCAWILLA LIGHTING AND BEAUTIFICATION
DISTRICT ADVISORY COMMITTEE
NOVEMBER 17, 1998 - REGULAR MEETING
I. Call to Order
The meeting was called to order at 7:14 p.m., Tuesday, November 10, 1998, by
Chairman Gilmore in the West Conference room of the Municipal Building (City Hall,
1126 East State Road 434, Winter Springs, FL 32708).

Kangee Graham, Landscape Management Consultant
Bill Starmer, SRI Planning and Architecture, Inc.
The Board briefly discussed having two meetings this week and decided against it.
II. Discussion on Medians
Ms. Graham presented to the Board her current plans for the medians along Winter
Springs Boulevard. She informed the Board that she "went from" what her and the
Board had discussed in previous meetings. The Board and Ms. Graham discussed the
conditions under what types of trees that will be kept, removed or added. Ms. Graham
showed the Board an example of what one of the medians would look like and told the
Board that if they approved of the design she would continue with that design on all of
the medians. She mentioned that the medians would be consistent but still retain a
variety of plantings. She also mentioned that that every median will have a "focal point"
and that they will be "neat, trimmed, formal-looking but a variety of plantings". The
Board discussed the designs Ms. Graham presented.
The Board instructed Ms. Graham continue with her designs.
Mr. Starmer presented more designs for the front entrance based on discussions from
previous meetings. Mr. Starmer also addressed the Board's concerns over having one
or two fountains in each pond. He agreed with the Board by saying that "one fountain is
sufficient; in fact, I think it is preferable", The Board discussed the new designs with Mr.
Starmer.

III. Discussion on Lighting Options
Board Member Morris informed the Board that he had spoken to Florida Power and was
told by them that there was "no way to change the up-front cost".
The Board discussed the bid for lighting and other lighting options.
VI. Adjournment
Motion by Vice-Chairman Hillery to adjourn the meeting. Seconded by Board
Member Morris. With consensus of the Board, the meeting was adjourned at 9:19
p.m.
