HomeMy WebLinkAbout1998 08 04 Tuscawilla lighting and Beautification District Advisory Committee Regular Minutes REGULAR MEETING TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE AUGUST 4,1998 The regular meeting of the Tuscawilla Lighting and Beautification District Advisory Committee was called to order by Manager McLemore at 7:10 p.m. BOARD MEMBERS: Donald A. Gilmore, present Gary Hillery, present Moti Khemlani, present George Morris, present Linda Tillis, present ALSO PRESENT: City Manager Ronald W. Mclemore Utility/Public Works Director, Kipton Lockcuff Tom O'Connell, President, Tuscawilla Homeowners Association Kangee Graham, Consultant for Tuscawilla Homeowners Association Manager McLemore asked that the organizational matters and election of Chairmen be handled at the next meeting so this evening's meeting can deal with information being given to Board Members that they will need in the days ahead. Manager McLemore gave the Board Members a list of the Board Members and copies of the original Assessment District Report. Manager McLemore told the Board Members that there will be a meeting on Thursday August 6, 1998 at Indian Trails Middle School beginning at 7:00 p.m. The purpose of this public meeting is to address any concerns or questions the property owners have. There was discussion on the purpose of the public meeting. Manager McLemore also gave the Board Members a Critical Events Schedule. Each Board Member introduced themselves to the other Members. Tom O'Connell, President of Tuscawilla Homeowners Association, gave a presentation to bring the Board Members up to date on the documents and the process. Kangee Graham, Consultant for Tuscawilla Homeowners Association, gave her presentation on the project. Mr. Gilmore asked how much deviation can be made from the concepts that were shown to them. TLBDAC Meeting August 4, 1998 Page 2 of 3 Mr. O'Connell said they could deviate 100% if they wanted to because this exists only in concept. Discussion on what the Board is allowed to do. Discussion on the issue of sequencing the contracts. Discussion on whether more architectural work will need to be done than what is in the conceptual plans. Manager McLemore asked the Board to think through what goes on between steps 2 and 3 of the Critical Events Schedule and develop another schedule between the two time frames to make sure they are ready to bring this in front of the Commission. He asked that the Board do this soon, if not at the next meeting. There was further discussion on the Critical Events Schedule. Discussion on Assessment laws and taxes. Discussion on developing a General Plan which would make clear all the improvements that are to be done, even though some may not be done right away. Discussion of the flexibility of the dates on the Critical Events Schedule. Manager McLemore stated that he will get the Board Members another schedule showing the latest possible date that they have to be in to the Tax Collector. The Board discussed making the public aware of their plans. The question was raised as to when and how the Board meets again. The Board asked Manager McLemore if there is a concern over using some of the Assessment money after November. Manager McLemore replied that the Board can not use any Assessment dollars or anything of that nature until the Board goes through the Public Hearings and the Commission passes the second Resolution. Discussion on the time frame to get the Board's plan ready for the Commission and the length of time it will take to go through the Public Hearings. Discussion on getting temporary funds to maintain the fountains at the entrance through Christmas. It was decided to meet next Tuesday August 11, 1998 at 7:00 p.m. There was discussion on having Ms. Graham serve as Consultant to the Board.
