Authorization
REQUEST: The Public Works Department requests the City Commission review the
results of the Ranchlands Paving Straw Ballot and provide direction
regarding the proposed paving of existing dirt roads in the Ranchlands
PURPOSE: The Public Works Department requests the City Commission review the results of
the Ranchlands Paving Straw Ballot and provide direction regarding the proposed
paving of existing dirt roads in the Ranchlands
CONSIDERATIONS:
• ANon-Binding Straw Ballot for the proposed paving of existing dirt roads in the
Ranchlands was mailed on March 6, 2009 to 236 property owners abutting existing dirt
roads in the Ranchlands. Ballots were required to be postmarked by March 27, 2009. A
copy of the ballot is attached.
• A Public Information Meeting was conducted at City Hall on March 19, 2009 at 6:00 PM.
The meeting was attended by approximately 60 residents. A summary of the issues
discussed at the Public Meeting follows the results section in this agenda item. All
residents who attended the meeting have been e-mailed the Straw Ballot results.
STRAW BALLOT RESULTS:
• A total of 194 of the 236 ballots were returned, a response rate of approximately 82%.
The overall vote was as follows:
Pave: 131 (67.5%)
Do Not Pave: 63 (32.5%)
The complete Straw Ballot results broken down by street are shown on the following
page. Corner properties are counted along both abutting streets but only once in the
overall vote count.

PUBLIC MEETING SUMMARY:
• Below is a summary of the common issues raised by the residents at the Public Meeting
and/or through other correspondence received by Staff:
o Funding
The project has an estimated cost of $1.4 million and is funded entirely from the One-
Cent Sales Tax at no cost to the Ranchlands property owners. Funds from the One-
Cent Sales Tax may only be used for transportation projects.
o Water and sewer facilities
Water and sewer facilities are not planned for this project and cannot be funded by the
One-Cent Sales Tax. Paving does not preclude the ability to install water and sewer
facilities in the future, although there are no plans to install water and sewer facilities
in the Ranchlands.
o Availability of detailed design information
Several residents expressed an interest in seeing detailed design information before
voting on the Straw Ballot. Detailed design has not been prepared and is expected to
cost in the range of $50,000 to $100,000 if all existing dirt roads will be paved. Staff
provided information on the typical pavement section and the alternative sections that
are available to customize the paving to fit various conditions.
o Public involvement in design phase
If the project proceeds, Staff recommends having a significant public involvement
component throughout the design phase that would include items such as:
^ Distributing 30% design plans to all residents on a block-by-block basis for
review and comment
^ Meeting individually with property owners to field review specific design
issues
^ Conducting public meeting(s) at various stages of the design process
^ Distributing final design plans to residents to verify that all issues have been
addressed
^ Keeping residents informed about the project status and notifying them about
any upcoming Commission meetings related to the project
Several residents requested the City conduct a second Straw Ballot at the completion
of the design phase. Staff does not recommend this with the exception of the two
streets (Stoner Road and Jackson Circle) which were tied in the initial Straw Ballot.
The design and permitting process is costly and is not recommended to be undertaken
without the intent to proceed with a project. In addition, Staff has found on similar
projects that public input and cooperation with the design process is more
constructive when it is supported by a commitment to the project.

o Protecting tree canopy
Many residents expressed a desire to protect the existing tree canopy in the
Ranchlands. Staff concurs, and the design of the swales and pedestrian areas can be
adjusted to work around existing tree canopy. In some cases a pedestrian area may
not be feasible without some tree impacts and these would have to be evaluated on a
case-by-case basis during final design.
o Pedestrian area
The pedestrian area consists of a 5 to 8-foot wide stabilized and unpaved flat area.
The pedestrian area would be located on one side of the street where possible. In
some places, tree canopy or other constraints may prevent the installation of a
pedestrian area.
o Drainage design and outfall to lakes
The typical pavement section (see below) includes new drainage swales on one or
both sides of the street to handle the additional stormwater runoff from the paved
streets. Drainage swales collect and treat stormwater runoff by allowing it to
percolate into the soil. Additional drainage facilities will be provided to provide
outfalls from the swales to discharge points (lakes, ponds, wetlands, etc.) utilizing
existing drainage easements.

o Driveway connections
All existing driveways will be connected to the paved streets. Concrete driveway
aprons are preferred but other stabilized surfaces can be utilized. Street paving does
not change any current restrictions on the number or location of driveways.
o Speeding
Paved streets provide a smoother driving surface and higher speeds can be expected.
The pavement width will be 18-20 feet, which is appropriate for low-volume
residential streets where no parking is expected. Wider travel lanes tend to encourage
higher driving speeds.

FUNDING:
No funding is requested at this time. If the Commission decides to proceed with the
project, the next step is the Commission's approval of the design consultant and contract amount,
which would be submitted to the Commission in a future agenda item.
RECOMMENDATION:
Based on the Straw Ballot results, Staff recommends the City Commission
provide direction as follows:
Proceed to the design phase for paving:
• Bahama Road -Moss to Shore
• Hayes Road - Bahama to Tradewinds
• Tradewinds Road -Hayes to Fisher
• Moss Road -Panama to Tradewinds
• Tradewinds Road -Hayes to Edgemon
• Sunrise Ave -Tradewinds to Williams
• Williams Road -Morton to Fisher
• Arnold Lane
• Morton Lane
Proceed to the design phase but repoll at design completion:-
• Stoner Road -Hayes to Shore
• Jackson Circle
Do not pave:
• Herrell Road
The Straw Ballot results for Jackson Circle and Stoner Road were both ties. Staff
recommends proceeding to design on these streets and re-polling the residents after
design is complete. Staff recommends not paving Herrell Road since 8 of 10 straw ballots
returned for Herrell Road opposed paving.
