REQUEST: The Parks and Recreation Department wishes to inform the City Commission
regarding the July 4 Celebration of Freedom/50~' Anniversary.
PURPOSE: The purpose of this item is to inform the City Commission regarding current
planning discussions for July 4.
CONSIDERATIONS:
• At the February 9, 2009, City Commission meeting, the City Commission established the
July 4 budget at $51,000 and requested that staff attempt to cover all costs.
• The Mardi Gras/Winter Springs Rotary was not able to generate any excess funds from
the event to help defer July 4 costs.
• The Events Committee and the city staff (Special Events ICS) have been meeting
regularly regarding the July 4 event.
• A July 4 sponsor letter and flyer were mailed to all Winter Springs businesses,
homeowners associations, schools and churches (1,264 total).
• $5,000 has been pledged by Progress Energy for July 4.
• The Rotary Club of Winter Springs will handle beer sales at the event. Wayne Densch
has provided $1,250 toward the event and Rotary $200 for the fee to total $1,450. Past
years only generated $800 in revenue.
• Changes include:
o City staff discussed busing for the event and locations. Due to School Board
buses not being available, staff is negotiating with a private provider for 4 buses
currently at a total estimated cost of $1,500. The primary locations would be
Trotwood Park (East) and Venetian Plaza (West), with 2 back up locations: St.
Stephens Church (East) and Layer Elementary School (West).
o The kid's area will include old fashion games, bounce houses, and other youth
activities provided by sponsors, clubs and city staff instead of the Rotary Club.

o To provide necessary public safety, no coolers, backpacks, pets, in addition to
grills and fireworks are allowed at the event.
o A waiving of the permit fee for the VIP tent and banners (town center and in and
around Central Winds Park) is needed. These fees are the city paying the city.
Exemption will help reduce the event cost.
o Staff is in the process of obtaining quotes to provide an outstanding 20 minute
fireworks show.
o Staff is also working to secure a radio station partner to also bring in additional
revenue from sponsors.
o Once a fireworks provider and radio station are obtained, staff and the City
Attorney will bring forth the contracts for City Commission approval.
FUNDING:
$51,000; $6,450 pledged to date.

Dear Winter Springs Business Owner:
This year marks the 50th year Anniversary for Winter Springs as a City. In our
troubling and often challenging economy, we are still putting forth the effort of
coordinating the 50th Anniversary with our Celebration of Freedom event on July
4th. The Winter Springs Special Events Committee is currently working with
Businesses, Associations, Schools, Churches, etc. within Winter Springs as well
as throughout the region. At this time, we would like to coordinate these efforts
with you in becoming an event partner, which would help us accomplish the
mission of making this a memorable City of Winter Springs 50th Anniversary.
We value your entity as an integral part of our community with the families and
individuals who will attend this outstanding community event.
Therefore, at this time the City of Winter Springs is offering sponsorship
opportunities that we feel are affordable and provide a great connection to our
community. There is a great deal of media exposure that we plan on having with
a Radio and Newspaper partner that will bring additional attention as well.
The Celebration of Freedom will take place on July 4th at beautiful Central Winds
Park. The event's festivities include: Live Entertainment featuring regional acts
as well as the finals of the Winter Springs Idol, an Interactive Kids Area featuring
various activities and games, a great variety of vendors and exhibits and Central
Florida's Best Firework Display. The gates to Central Winds Park are scheduled
to open at 5:00 pm and the event will carry on unti19:30 pm. Please contact
