Roll Call: Chairman William H. Poe, absent Vice Chairperson Linda Tillis, present Board Member Tom Brown, present Board Member Rosanne Karr, present Board Member Denise Ryser, present After a moment of silence, Vice Chairperson Linda Tillis led the Pledge of Allegiance. Community Development Department - Planning Division Requests The Local Planning Agency Hold A Public Hearing And Make Recommendation To The City Commission For Ordinance Number 2007-17, Which Establishes A New Zoning District Entitled "PF-Public Facilities". Ms. Eloise Sahlstrom, AICP, ASLA, Senior Planner, Community Development Department presented this Agenda Item. Discussion. Advisory Board Member Rosanne Karr asked, "Do we have to do Administrative changes to the Zoning for the different areas of the City that are now considered public?" Ms. Sahlstrom said, "The first thing we will do is bring back to you the change of Zoning for the Stormwater park because it currently has Seminole County Zoning in it." We will need to have a conversation with the School Board and see if they would be supportive of having the schools rezoned into this District." Community Development Department - Planning Division Requests The Planning And Zoning Board/Local Planning Agency Hold A Public Hearing Related To Ordinance Number 2007-20 Which Revises The "R-3 Multi- Family" Zoning District's Permitted Uses To Include Day Nurseries, Kindergartens And Day Care. Ms. Sahlstrom introduced this Agenda Item and said, "We believe that that is a very appropriate Use within a Multi-Family District and we think that additional facilities would be good to have in our City as well." Further discussion ensued. Vice Chairperson Tillis opened the "Public Input" portion of the Agenda Item. No one spoke. Vice Chairperson Tillis closed the "Public Input" portion of the Agenda Item. MOTION BY ADVISORY BOARD MEMBER KARR. SECONDED BY ADVISORY BOARD MEMBER BROWN. DISCUSSION. Community Development Department - Planning Division Requests The Planning And Zoning Board/Local Planning Agency Hold A Public Hearing Related To Ordinance Number 2007-21 Which Revises The "Minimum Community Appearance And Aesthetic Review Standards" Of The City Code To Include Residential Compatibility And Harmony Regulations. Mr. Randy Stevenson, ASLA, Director, Community Development Department presented this Agenda Item. Discussion. Tape I/Side B Vice Chairperson Tillis opened the "Public Input" portion of the Agenda Item. Mr. Tom Waters, 1033 Antelope Trail, Winter Springs, Florida: as Chairman for the Board Of Adjustment, Mr. Waters spoke of accessory buildings; setbacks; roof types; and permits for a garage addition. Vice Chairperson Tillis closed the "Public Input" portion of the Agenda Item. CITY OF WINTER SPRINGS, FLORIDA MINUTES PLANNING AND ZONING BOARD/LOCAL PLANNING AGENCY REGULAR MEETING - JUNE 6, 2007 PAGE 5 OF7 "I WOULD LIKE TO MAKE A MOTION THAT THE PLANNING AND ZONING BOARD[/LOCAL PLANNING AGENCY] APPROVE ORDINANCE (NUMBER) 2007-21, WITH THE FINDINGS. I MAKE A RECOMMENDATION FOR APPROVAL TO THE CITY COMMISSION REGARDING THE TEXT OF THE MINIMUM COMMUNITY APPEARANCE AND THE AESTHETIC REVIEW STANDARDS SECTION 9-600. THROUGH [SECTION] 9-606. OF THE CITY CODE AND ADDING SECTION 9-607. 'RESIDENTIAL COMPATABILITY AND HARMONY REGULATIONS' TO THE CODE OF ORDINANCES." MOTION BY ADVISORY BOARD MEMBER BROWN. Community Development Department Requests The Planning And Zoning BoardILocal Planning Agency Recommend Adoption Of The Updated Official Future Land Use Map (FLUM) To The City Commission. Ms. Sahlstrom introduced this Agenda Item and said, "This Map will go forward to the [City] Commission for a Consent Approval." Ms. Sahlstrom said, "My intent is to bring both the Zoning [Map] and the Future Land Use [Map] back in November for another update, so we get back onto an annual schedule again. " "I RECOMMEND THE ADOPTION OF THE UPDATED OFFICIAL FUTURE LAND USE MAP (FLUM) TO THE CITY COMMISSION AS CIRCULATED." MOTION BY ADVISORY BOARD MEMBER KARR. SECONDED BY ADVISORY BOARD MEMBER BROWN. DISCUSSION. VOTE: BOARD MEMBER KARR: AYE BOARD MEMBER RYSER: AYE VICE CHAIRPERSON TILLIS: AYE BOARD MEMBER BROWN: AYE MOTION CARRIED. CITY OF WINTER SPRINGS, FLORIDA MINUTES PLANNING AND ZONING BOARD/LOCAL PLANNING AGENCY REGULAR MEETING - JUNE 6, 2007 PAGE60F7 Vice Chairperson Tillis stated, "Our next Meeting is currently scheduled for Tuesday, July 10th [2007] because July 4th is a Holiday." Vice Chairperson Tillis said to Board Member Karr, "I understand, you do not believe that you are going to be at that Meeting." It was noted that Board Member Karr had a conflict with the date. In other business regarding the Vision Process, Vice Chairperson Tillis said to Board Member Brown, "Tom did you want to make a request regarding that. . ." Board Member Brown said, "... yes, I would like to make a Motion." "I WOULD LIKE TO MAKE A MOTION THAT THE PLANNING AND ZONING/LPA (LOCAL PLANNING AGENCY) DO A REVIEW OF THE PAST REVIEW THAT WE HAD DONE ORIGINALLY OF THE 'VISION PROCESS' OF THE CITY SINCE WE HAVE INCORPORATED SOME NEW LAND USES, THAT HAD BEEN APPROVED ORDINANCES, TO FAMILARIZE US WITH THE AREAS THAT WE KNOW COULD BE AFFECTED IN THE FUTURE TO GIVE US A LITTLE MORE DIRECTION OF WHAT THE CITY WOULD WANT TO DO AND - HOW THEY WOULD WANT TO GO WITH WHAT THEY ARE PLANNING; LIKE THE PUBLIC FACILITIES THING THAT WE DISCUSSED TONIGHT AND I AM NOT TOO CLEAR ON THE INDUSTRIAL. I AM HEARING A LOT OF TALK ABOUT ON [STATE ROAD] 419; DIFFERENT THINGS THAT ARE HAPPENING IN THAT AREA. I THINK IT WOULD BE GOOD IF WE JUST DISCUSSED THEM. I WOULD LIKE TO HAVE THE PLANNING AND ZONING [BOARD] /LPA [LOCAL PLANNING AGENCY] 'VISION'." MOTION BY ADVISORY BOARD MEMBER BROWN. SECONDED BY ADVISORY BOARD MEMBER KARR. DISCUSSION. ADVISORY BOARD MEMBER BROWN STATED, "INCLUDE THE LAND THING TOO BECAUSE YOU AND BILL [CHAIRMAN POE] ARE BOTH INVOLVED IN THAT SO THAT WOULD BE INCORPORATED RIGHT INTO A DISCUSSION." VICE CHAIRPERSON TILLIS SAID, "ANY PARTICULAR TIME FRAME THAT YOU'RE LOOKING AT?" ADVISORY BOARD MEMBER BROWN SAID, "WHATEVER IS CONVENIENT FOR HER, BECAUSE ELOISE [SAHLSTROM] HAS TO - DIG OUT THE OLD INFORMATION WHERE EVER IT IS; AND I AM SURE THAT HASN'T BEEN UPDATED WITH WHAT HAPPENED, BUT WE WILL JUST IGNORE THAT- WE CAN JUST LOOK AHEAD INSTEAD OF BEHIND." VICE CHAIRPERSON TILLIS STATED, "OKAY - SO AT SOME CONVENIENT FUTURE DATE THEN." Advisory Board Member Karr said, "Can I just request that you do not do that on the date that I am not here, because I would like to be here for that." Vice Chairperson Tillis said, "Fair enough." ADJOURNMENT "I MOVE THAT WE ADJOURN THE MEETING." MOTION BY ADVISORY BOARD MEMBER KARR. SECONDED BY ADVISORY BOARD MEMBER BROWN. DISCUSSION. WITH CONSENSUS OF THE BOARD, THE MOTION WAS APPROVED.
