MINUTES
LOCAL PLANNING AGENCY
WORKSHOP
FEBRUARY 28, 2007
CALL TO ORDER
The Local Planning Agency Workshop of Wednesday, February 28, 2007 was called to
Order at 7:30 p.m. by Chairman William H. Poe in the Commission Chambers of the
Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida
32708).

Vice Chairperson Linda Tillis, present
Board Member Tom Brown, present
Board Member Rosanne Karr, present
Board Member Denise Ryser, present
Vice Chairperson Linda Tillis led the Pledge of Allegiance.
INTRODUCTORY REMARKS
In his opening remarks, Chairman Poe explained the Evaluation and Appraisal Report
process.
Mayor John F. Bush addressed those in attendance and acknowledged Deputy Mayor
Sally McGinnis, Commissioner Rick Brown, Commissioner Donald A. Gilmore and
Commissioner Joanne M. Krebs who were in the audience.
STAFF PRESENTATION
Ms. Eloise Sahlstrom, AICP, ASLA, Senior Planner, Community Development
Department presented this Agenda Item and displayed the Comprehensive Plan Book
which is available on the Web site and in the Lobby at City Hall.
Ms. Sahlstrom displayed a PowerPoint presentation and spoke about the hand out entitled
"Great Ideas for a Great City" along with a Survey.
Various topics identifying major issues were discussed for the future growth and
development of Winter Springs.
Discussion ensued on Public Transportation.

Advisory Board Member Rosanne Karr read into the Record a letter from a Winter
Springs resident.
Mr. Randy Stevenson, ASLA, Director, Community Development Department
commented on the roadways in the City of Winter Springs.
PUBLIC INPUT
Mr. Tyler Weisman, 113 Brookshire Court, Winter Springs, Florida: spoke about
beautification issues and above ground utilities.
Mr. Tom Waters, 1033 Antelope Trail, Winter Springs, Florida: as Chairman for the
Board of Adjustment, Mr. Waters commented of his concerns on the established
neighborhoods regarding accessory buildings. Mr. Waters also spoke about traffic
concerns.
Ms. Pam Carroll, 865 Dyson Drive, Winter Springs, Florida: spoke about the need for
an urgent care facility and safer school bus pick up locations.

Ms. Brenda Hayes Brown, 211 Nandina Terrace, Winter Springs, Florida: commented
about the aging population; the Code as it relates to older homes; roadways; population;
and housing density.
Mr. Mathew Matisak, 794 Seneca Meadows Road, Winter Springs, Florida: spoke of
redevelopment; senior activities; traffic concerns; beautification of roads; and more tree
canopIes.
Mr. Tim Rothka, 309 Heatherwood Court, Winter Springs, Florida: as a new resident of
Winter Springs, Mr. Rothka referred to a Graph from the presentation and spoke about
the housing units.
Commissioner Joanne M Krebs, 1002 Taproot Drive, Winter Springs, Florida:
mentioned her concerns with future planning, green space, wildlife and commercial
development and the need for "sustainability".
Commissioner Sally McGinnis, 510 Club Drive, Winter Springs, Florida: spoke briefly
about affordable workforce housing.
Ms. Yvonne Froscher, 623 Sailfish Road, Winter Springs, Florida: commented about
Accessory Dwelling Units, urgent care facility and assisted living facilities. Ms. Froscher
also spoke on traffic concerns on State Road 434 and alternative routes, the dog park
property site, and the need for a library.

Ms. Kathryn Fairchild, 1146 Pheasant Circle, Winter Springs, Florida: as a Board
Member of the Board of Adjustment, Ms. Fairchild commented on attracting more
restaurants and businesses and youth programs.
Discussion ensued on hotel and conference centers, theatres and the Greeneway
Interchange District.
Mayor John F. Bush, 21 Tarpon Circle, Winter Springs, Florida: spoke on the library
issue and public transportation.
Commissioner Rick Brown, 211 Nandina Terrace, Winter Springs, Florida: commented
on the leasing rates in the community.
CONCLUDING REMARKS
Chairman Poe thanked everyone for coming to the Public Workshop with their comments
and concerns.
ADJOURNMENT
Chairman Poe said, "Motion to Adjourn?"
"SO MOVED." MOTION BY ADVISORY BOARD MEMBER BROWN.
SECONDED BY ADVISORY BOARD MEMBER KARR. DISCUSSION. WITH
CONSENSUS OF THE BOARD, THE MOTION WAS APPROVED.
MOTION CARRIED.
Chairman Poe adjourned the Workshop at 8:56 p.m.
