CALL TO ORDER
The Planning and Zoning Board/Local Planning Agency Regular Meeting of Wednesday,
September 6,2006 was called to Order at 7:01 p.m. by Chairperson Rosanne Karr in the
Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434,
Winter Springs, Florida 32708). -
Roll Call:
Chairperson Rosanne Karr, present
Vice Chairperson Linda Tillis, absent
Board Member Tom Brown, absent
Board Member William H. Poe, present
Board Member Denise Ryser, present
After a moment of silence, Chairperson Karr led the Pledge of Allegiance.

300. Parks And Recreation Department
The Applicant Requests That The Planning And Zoning Board/Local Planning
Agency Discuss The Proposed Grant Application And Recommend To The City
Commission That Staff Submit A Florida Recreation Development Assistance
Program Grant For Improvements To Central Winds Park Expansion.
Mr. Chuck Pula, Parks and Recreation Department Director introduced this Agenda Item
and displayed the Site Area Map.
Advisory Board Member William H. Poe commented to Mr. Pula, "Superb job as usual."
Discussion.
"I MOVE THAT THE PLANNING AND ZONING AGENCY [BOARD]
RECOMMEND APPROVAL TO THE CITY COMMISSION THAT STAFF
SUBMIT A FLORIDA RECREATION DEVELOPMENT ASSISTANCE
PROGRAM GRANT FOR IMPROVEMENTS TO CENTRAL WINDS PARK AS
OUTLINED BY MR. PULA." MOTION BY ADVISORY BOARD MEMBER
POE. SECONDED BY ADVISORY BOARD MEMBER RYSER. DISCUSSION.

Evaluation And Appraisal Report (EAR) Discussion.
Ms. Eloise Sahlstrom, AICP, ASLA, Senior Planner, Community Development
Department presented this Agenda Item and distributed handouts to the Advisory Board
Members.
With further discussion on Conservation and Land Use, Ms. Sahlstrom stated, "I can
report to you as we get into it further."
Referencing a Flood Plain Map and other data, Ms. Sahlstrom said, "Hopefully, 1 can
have that for you at the next Meeting."

MEETING SEPTEMBER 21st, [2006]?" MS. SAHLSTROM SAID, "I THINK
THAT IS A GOOD IDEA." CHAIRPERSON KARR SAID, "AT 7:00 P.M. IN
THESE CHAMBERS?"

Chairperson Karr adjourned the Meeting at 7:54 p.m.
