CALL TO ORDER The Planning And Zoning Board/Local Planning Agency Regular Meeting was called to order Wednesday, October I, 2003 at 7:02 p.m. by Chairman Tom Brown in the Commission Chambers of the Municipal Building (City Hall, I 126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairman Tom Brown, present Vice Chairperson Joanne Krebs, present Board Member Rosanne Karr, present Board Member William Poe, present Board Member Ned Voska, present The Pledge of Allegiance followed. II. CONSENT CONSENT A. Approval Of The September 3,2003 Regular Meeting Minutes. "I MOVE THAT WE APPROVE THE MINUTES FROM LAST MONTH'S MEETING." MOTION BY BOARD MEMBER KARR. SECONDED BY BOARD MEMBER POE. DISCUSSION. VOTE: BOARD MEMBER POE: AYE BOARD MEMBER VOSKA: AYE VICE CHAIRPERSON KREBS: AYE CHAIRMAN BROWN: AYE BOARD MEMBER KARR: AYE MOTION CARRIED. The Community Development Department - Planning Division Requests That The Planning And Zoning Board/Local Planning Agency Hold A Public Hearing To Consider A Large Scale Comprehensive Plan Amendment (Ordinance 2003-35) Changing The Future Land Use Map Designation From "Low Density Residential" To "High Density Residential" For Three (3) Parcels Located At The Northwest Corner Of Parkstone Boulevard And State Road 434, Within The Parks tone PUD [Planned Unit Development]. Ms. Eloise Sahlstrom, ASLA, AICP, Senior Planner, Community Development Department presented the Agenda Item. Mr. Alan Carpenter, Vice President, CPH Engineers, Inc., 500 West Fulton Street, Sanford, Florida: requested the Planning and Zoning Board "Give us a recommendation for approval" and distributed a letter that was submitted to the residents of Parkstone at a Homeowner's Association meeting. Mr. Paul Zingrich, 1239 Stone Harbour Road, Winter Springs, Florida: stated, "It would be appreciated if the whole Development would be informed of your intentions." Ms. Sahlstrom advised, "The property was posted with a sign so that people who do not get the Certified Letter - would be notified of a Meeting." Brief discussion. Chairman Brown opened the "Public Input" portion of the Agenda Item. Mr. Robert Turner, 215 Tavestock Loop, Winter Springs, Florida: requested the names of other properties that had been developed by Lincoln Commercial Properties, Inv. Mr. Russell Hawkins, 740 Seneca Meadows Road, Winter Springs, Florida: addressed the number of "Units per acre". Tape 1/Side B Brief discussion developed in relation to the "Units per acre" to be developed on the property, and what constitutes "Medium Density" and "High Density Residential". CITY OF WINTER SPRINGS MINUTES PLANNING AND ZONING BOARD/LOCAL PLANNING AGENCY REGULAR MEETING - OCTOBER 1,2003 PAGE 3 OF 5 Mr. Brian Martin, Morrison Homes, 151 South Hall Lane, Suite 200, Maitland, Florida: advised the Board, "Right now we have a density of 8.8 [Units per acre]. It is quite possible, if you move some things around, we could get up to 9.1 [Units per acre]. That is why we are going for that type of Zoning." Mr. Jack McCormack, 611 Blenheim Loop, Winter Springs, Florida: addressed the height of the proposed townhomes. Ms. Lindsey Hall. 290 Tavestock Loop, Winter Springs, Florida: suggested the Zoning be changed to "Medium Density" residential. Chairman Brown suggested that Ms. Hall, "Get a letter to the City Commissioners prior to their Meeting on your issues." Discussion developed. Mr. John Harwood, Jr., 1244 Stone Harbour Road, Winter Springs, Florida: stated that he would "Decline to speak due to repetition". Mr. Michael Quinones, 736 Seneca Meadows Road, Winter Springs, Florida: suggested that Medium density might be a more appropriate Land Use. Mr. John Mai, 1243 Stone Harbour Road, Winter Springs, Florida: noted that he was in favor of the Future Land Use Map change but that he had some concerns. Mr. Neal Smith, 292 Tavestock Loop, Winter Springs, Florida: as a member of the Homeowner's Association, Mr. Smith suggested that a traffic survey should be done. Tape 2/Side A Mr. Smith also asked for further information on High Density and Low Density; and inquired as to what the Builder had plans to do with the land. Chairman Brown said to Mr. Smith, "You can come here [City Hall] anytime - and all the Minutes are available _ and they will give you any information." Mr. Jim Wentz, 105 Windsor Cresent Street, Winter Springs, Florida: suggested that "Medium Density" be used. Ms. Rhonda Ledford, 102 Windsor Cresent Street, Winter Springs, Florida: stated, "I concur with the previous gentleman." Ms. Carmen Maguire, 278 Tavestock Loop, Winter Springs, Florida: spoke of her preference for Medium Density. Mr. Bob Narkiewicz, 1205 Stone Harbour Road, Winter Springs, Florida: did not address the Board but noted opposition to the Future Land Use Map designation change. CHAIRMAN, I RECOMMEND THAT WE DENY THE REQUEST FOR A CHANGE IN LAND USE FROM 'LOW DENSITY' TO 'HIGH DENSITY', TO THE CITY COMMISSION." MOTION BY BOARD MEMBER POE. SECONDED BY VICE CHAIRPERSON KREBS. DISCUSSION. VOTE: VICE CHAIRPERSON KREBS: AYE CHAIRMAN BROWN: AYE BOARD MEMBER KARR: AYE BOARD MEMBER POE: AYE BOARD MEMBER VOSKA: AYE MOTION CARRIED. "I WOULD LIKE TO MAKE THE MOTION THAT THE PLANNING AND ZONING BOARD RECOMMEND CHANGING THE DENSITY - CHANGING THE FUTURE LAND USE MAP DESIGNATION FROM 'LOW DENSITY RESIDENTIAL' TO 'MEDIUM DENSITY RESIDENTIAL' FOR THE THREE (3) PARCELS LOCATED AT THE NORTHWEST CORNER OF PARKSTONE BOULEVARD AND SOUTH STATE ROAD 434, WITHIN THE PARKSTONE PUD [PLANNED UNIT DEVELOPMENT]." MOTION BY BOARD MEMBER KARR. SECONDED BY VICE CHAIRPERSON KREBS. DISCUSSION.
