Authorization City Manager is requesting the City Commission review the information in this Agenda Item related to holding a Business Community Visioning Workshop; select a date for this Meeting and give approval to the City Manager to sign a Contract with the Florida Institute of Government as the Facilitator for this Business Community Visioning Workshop. PURPOSE: This Agenda Item is being presented to the City Commission based on their suggestion at the March 9, 2009 Regular Meeting of the City Commission; and to expand the Community Visioning Workshop to the Winter Springs business community. CONSIDERATIONS: At the March 9, 2009 Regular Meeting of the City Commission, under Reports, the following discussion was held: REPORTS 408. Commission Seat Five/Deputy Mayor -Joanne M. Krebs Deputy Mayor Krebs then stated, "Back to the Visioning, do you think that we should do something like that Visioning with businesses?" Commissioner Brown said, "Yes." I think we should have Visioning for businesses and hear from them what they need from us, as well as what they like about Winter Springs - and I think it would help get us on the track with businesses and new development." "I WOULD LIKE TO MAKE A MOTION THAT WE AT SOME FUTURE DATE, WE SHOULD HAVE A TIME, BUT THAT WE HAVE A VISIONING FOR BUSINESSES." MAYOR BUSH SAID, "COMMISSIONER, I THINK THAT IS A GOOD IDEA, I THINK IT WOULD BE GOOD TO HAVE THE INSTITUTE OF GOVERNMENT DO IT AGAIN." DEPUTY MAYOR KREBS CONTINUED, "IF THAT IS WHAT THE COMMISSION WISHES, I DIDN'T NECESSARILY THINK THAT WE NEEDED TO DO IT THAT WAY, BUT - IF YOU DO, I AM FINE WITH THAT. I JUST WANT US TO HAVE A VISIONING." FURTHERMORE, DEPUTY MAYOR KREBS STATED, "I WILL MAKE A MOTION THAT WE HAVE A BUSINESS VISIONING PROCESS USING THE FLORIDA INSTITUTE OF GOVERNMENT." MANAGER SMITH NOTED, "I WAS GOING TO ASK, COMMISSIONER, IF YOU WOULDN'T MIND, CONSIDER MAKING THE MOTION TO DIRECT THE CITY MANAGER TO CONTACT MS. (MARILYN) GROTTY AND PURSUE THE AVAILABILITY AND FEASIBILITY AND BRING IT BACK..." CONTINUING WITH HER MOTION, DEPUTY MAYOR KREBS ADDED, "...BRING BACK THE DATES, THE AVAILABLE DATES AND A PLAN TO GET THAT OUT TO THE BUSINESSES." MOTION BY DEPUTY MAYOR KREBS. CITY OF WINTER SPRINGS, FLORIDA CITY COMMISSION REGULAR MEETING -MARCH 23, 2009 REGULAR AGENDA ITEM "603" PAGE 3 OF 4 Staff has contacted Marilyn Crotty with the Florida Institute of Government and has requested a Proposal/Scope of Services for a Business Community Visioning Workshop, along with dates that Marilyn Crotty would be available. Communication Strategy: Effective communication is key to maximizing participation in this Workshop; therefore, I would suggest the following means of communicating this meeting to the Winter Springs business community: ^ Website ^ Upcoming "Insider" Newsletter ^ Press Release from Mayor and City Commission ^ email/flyer to the Oviedo-Winter Springs Regional Chamber of Commerce businesses ^ email invitation/flyer to all Homeowner's Associations ^ email invitation/flyer to all local publications (Tuscawilla Today, Oak Forest, local newspapers) ^ Flyers available in City Hall Lobby and at other City locations (Police Station/Public Works/Utility Office/Parks and Recreation Office) ^ Email invitation flyer to all Advisory Board and Committee Members ^ Flyer posted at various locations around City ^ Banner at corner of State Road 434 and Tuskawilla Road (approximate cost $340.00) Dates: Ms. Crotty is available any evening during the months of May through July, other than the following: May 14, 28 June 11, 16 - 19 July 2 - 7 Please see attached calendar for available dates: Suggested location for Business Community Visioning Workshop: City Hall OR Winter Springs Civic Center RECOMMENDATION: CITY OF WINTER SPRINGS, FLORIDA CITY COMMISSION REGULAR MEETING -MARCH 23, 2009 REGULAR AGENDA ITEM "603" PAGE 4 OF 4 The City Commission is requested to: 1) Select a date for a Business Community Visioning Workshop 2) Grant authorization to the City Manager to sign an Agreement with Marilyn Crotty of the Florida Institute of Government to facilitate a Business Community Visioning Workshop 3) Approve a communications strategy for a Business Community Visioning Workshop. Calendar COMMISSION ACTION: FLORIDA INSTITUTE OF III III II GOVERNMENT ATTACHMENT "A" PROPOSAL CITY OF WINTER SPRINGS BUSINESS COMMUNITY VISIONING WORKSHOP The Florida Institute of Government at the University of Central Florida will conduct a visioning workshop for members of the business community in the City of Winter Springs. This two hour program will be held from 6:30 p.m. to 9:00 p.m. at the Winter Springs City Hall. The purpose of the visioning session will be to allow the business community to share its dreams and suggest ideas relating to its current and future needs. PROPOSED AGENDA BUSINESS COMMUNITY VISIONING WORKSHOP (2 '/2 hour workshop held in the evening ) 6:30 p.m. - 9:00 p.m. Welcome and Introductions A Business Vision for the Future Needs and Opportunities Closing Remarks The proposed agenda can be adjusted to meet the time frame the city would like to use. The city will be responsible for providing an appropriate facility and any food service desired for the workshop. The workshop will be scheduled on a mutually agreed upon date during May through July of 2009. As facilitator, Marilyn Crotty will be responsible for leading the group through the workshop She will make sure that the time frame is adhered to and that all participants have appropriate input during the workshop. A final report from the visioning workshop will be delivered to the city no later than three weeks after the session. The fee for this workshop is $400. This includes the facilitator, all materials, travel, evaluations and a final report.
