CALL TO ORDER Pledge Of Allegiance The Planning And Zoning BoardlLPA meeting was called to order Wednesday, January 20, 1999 at 7:00 p.m. by Chairman Tom Brown in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). The Pledge of Allegiance followed. Roll Call Tom Brown, Chairman, present Carl Stephens, Jr., Vice Chairman, present Marc Clinch, present Bill Fernandez, (arrived at 7:11 p.m.) Rosanne Karr, present Also Present Don LeBlanc, Land Development Coordinator Approval Of The January 6,1999 Planning And Zoning Board/LPA Regular Meeting Minutes Motion by Carl Stephens, Jr. Seconded by Marc Clinch. It was agreed that the Motion to adopt the minutes of January 6, 1999 was approved with consensus of the Board. Motion passed. II. REGULAR AGENDA A. Discount Auto Parts Site Plan (Final Engineering) Don LeBlanc, Land Development Coordinator introduced this item to the Board and mentioned an earlier landscaping concern, which has now been addressed - page one (1) of the Landscape plans shows this page sealed by a Landscape Architect. Mr. LeBlanc added, "We recommend approval"; but advised the Board that the yellow band around the building was not well liked. Mr. LeBlanc added that he knows of several other Discount Parts store locations that do not have a yellow band around the building. He referenced Section 9-347 of the "Applicable Code" as documented in his Staff Report findings, which relates to "aesthetic and architectural details of the planned proj ect". Mr. LeBlanc added, "My recommendation is that this be favorably forwarded to the Commission with the caveat that the developer work with us and to remove the yellow band from the top of the building". MINUTES PLANNING AND ZONING BOARD/LPA JANUARY 20, 1999 - SPECIAL MEETING PAGE 2 OF 3 Board Member Marc Clinch asked for clarifications about the signage in relation to the curb line (as shown on sheets C4 and C5); about access to the dumpster enclosure; and he pointed out that no curb cut was shown for the existing sidewalk on Sherry Avenue. Chairman Tom Brown said that he felt that the store(s) have a "cold" look to them, and that this conflicts with the vision planned for State Road 434. He highly suggested that additional trees and shrubs be added which would greatly enhance the look. He stated for the record, "I understand that, in looking at that [the letter] and looking at one of the other places - one of the other auto parts, even your pictures - you know, one of the few trees that we go out and chop down any time we want to, is a pine tree. And the examples that you give in our package, are pine trees - and it's cold. You could stick some nice flowering trees along 434 there, and I think that - I think it would look very nice; and, I just think it would be good - a good business move, if nothing else - to put it in there with a little bit of flair". Board Member Bill Fernandez arrived at 7:11 p.m. Board Member Carl Stephens suggested that additional flowering shrub landscaping be added. He asked the representative from Discount Auto Parts how they felt about leaving off the yellow band. Representing Discount Auto Parts was Mr. Aaron Schutz, who addressed the Board. In response to Board Member Stephens' question, Mr. Schutz replied, "At the time being, Discount Auto Parts does not want to or is unwilling to change the color of the band. I was listening to some of your suggestions about possibly adding some additional landscape, and we would certainly be willing to consider some of those options, but, at this time, we are unwilling to change the color, and we will be more than happy to address it at the Commission meeting". Mr. LeBlanc said to the Board "My recommendation to you is still that it be part of your recommendation to the Commission that the yellow band be changed". Mr. Schutz then asked if there were any specific "approved" colors referenced in any City codes. There was much discussion between Mr. LeBlanc, Mr. Schutz, and members of the Board regarding the yellow band. "I would like to make a Motion that the Planning and Zoning Board favorably forward this project to the City Commission for their approval, with the caveat that the yellow band be left off of the plans and off the building". Discussion. "I would also like to include in the Motion that more landscaping be added - shrubs, flowering shrubs, and so forth, as so discussed, during our meeting - as part of the Motion I just made of course". Motion by Carl Stephens, Jr. Seconded by Rosanne Karr. Vote: Marc Clinch: Aye; Bill Fernandez: Aye; Rosanne Karr: Aye; Tom Brown: Aye; Carl Stephens, Jr.: Aye. Motion passed.
