REQUEST: The Public Works Department requests the City Commission review the revised
Final Engineering and Landscape plans for the proposed Northern Way Borrow Area,
located on the Tuscawilla Country Club property on the north side of Northern Way
west of Shetland Avenue
PURPOSE: To review the revised Final Engineering and Landscape plans for the proposed
Northern Way Borrow Area

CONSIDERATIONS:
• At the February 9, 2009 City Commission meeting, the Commission reviewed the Northern
Way Borrow Area and denied the developer's proposed use of a well and pond liner to
artificially raise the pond water level above the normal groundwater level. The attached
plans have been revised to remove the well and pond liner and allow the pond to function as
a typical wet retention pond. Under the revised plan, the pond water level will vary
depending on the seasonal groundwater elevation and stormwater inflows. During the dry
season, the pond water surface is estimated to be 10-13 feet below the surrounding ground
surface. During the wet season, the pond water surface is estimated to be about 7-feet below
the ground surface, and the water level will periodically be higher after storm events. The
fountain has also been removed.
BACKGROUND INFORMATION:
• Final Engineering /Site Plan and a Developer's Agreement for the Tuscawilla Greens 60-
unit condominium project adjacent to the Tuscawilla Country Club were approved by the

City Commission at the September 8, 2008 meeting. The Northern Way Borrow Area is a
related project being submitted to the City Commission as an amendment to the approved
Tuscawilla Greens Final Engineering plans.
• The Tuscawilla Greens site requires extensive over-excavation and removal of unsuitable
soil materials near the ground surface. In addition, much of the finished grading at the site is
above the existing grade. Fill material must be imported from an offsite location in order to
raise the finished grades across the site and replace the unsuitable soils.
PROJECT OVERVIEW:
• The Northern Way Borrow Area is proposed as a source of fill material for the Tuscawilla
Greens site. The Borrow Area is located on the Tuscawilla Country Club property, at the
north side of Northern Way, west of the Shetland Avenue intersection (see Exhibit 1 -Aerial
Map). The Borrow Area is located between the Northern Way right-of--way and the fairway
for golf course hole #4. Soil excavated from the Northern Way Borrow Area will be hauled
to the Tuscawilla Greens site by trucks using a route from Northern Way east to Greenbriar
Lane north to Winter Springs Boulevard. Tuscawilla Greens is located on the south side of
Winter Springs Boulevard between the Country Club and Howell Creek.
OFFSITE DRAINAGE AND EMERGENCY OUTFACE:
• The Northern Way Borrow Area will receive stormwater surface runoff from the south and
east sides. On the south side of the pond, stormwater runoff from the north side of the
Northern Way right-of--way will drain into the pond. On the east side, the proposed pond is
within an existing drainage easement on property owned by the golf course but serving the
adjacent Arrowhead Unit 1 subdivision. Under the original stormwater design for
Arrowhead Unit 1, there was a small dry retention area immediately west of the subdivision.
This dry retention area was designed to receive stormwater runoff from a swale draining
from east to west across the back of the lots in Arrowhead Unit 1. The proposed pond has
been designed to provide equal or greater capacity than the dry retention area as it was
originally designed, as required by the terms of the Arrowhead Unit 1 drainage easement
agreement.
• The proposed pond is designed to retain the 100-year storm when starting from its normal
water elevation of 45.0. The pond has been .designed with an emergency overflow in the
event of an extremely large storm or a series of severe storms. The overflow consists of a
low spot in the pond bank located near the northeast corner. Stormwater overflow from this
low point would discharge towards the hole #4 fairway and would then follow the existing
established drainage pattern in this area.
BORROW AREA /POND APPEARANCE:
• The top of the pond bank will be at the existing grade, meaning that the pond bank will not
obstruct the view of the golf course from Northern Way.

• No existing trees will be removed for the pond construction. All existing trees in the project
vicinity are required to have tree protection barricades as shown on the Final Engineering
plans.
• The proposed pond will have shallow water (littoral) plantings along the perimeter of the
pond. These shallow water plantings improve water quality and enhance the pond
appearance without obstructing the view of the golf course from the surrounding homes.
• The pond will not be fenced, similar to most wet ponds in the City meeting the applicable
design standards. The pond bank has 4:1 side slopes and a fence is not required by Code.
The top of pond bank on the south side is located approximately 35-feet from the Northern
Way pavement, a 25-mph residential street.
COMMUNICATION WITH SURROUNDING RESIDENTS:
• The surrounding homeowners immediately adjacent to the site have been notified about the
revised plans and were asked to provide input before the February 23, 2009 City
Commission meeting.
RECOMMENDATION:
Staff recommends approval of the revised Final Engineering and Landscape plans for the
Northern Way Borrow Area.
