REQUEST: The Public Works Department requests City Commission approval of a
Straw Ballot and Informational Sheet to be sent to property owners in the
Ranchlands to determine the level of interest in having the existing dirt roads
paved
PURPOSE: The Public Works Department requests City Commission approval of a Straw
Ballot and Informational Flyer to be sent to property owners in the Ranchlands to
determine the level of interest in having the existing dirt roads paved
CONSIDERATIONS:
• Attached is a proposed Non-Binding Straw Ballot and Information Sheet for the proposed
paving of existing dirt roads in The Ranchlands.
• The Straw Ballot, Information Sheet, and a prepaid return envelope are proposed to be
mailed to all property owners abutting the streets proposed for paving (one ballot per
property). This will be a total of approximately 235 ballots. Property owner names and
current mailing addresses will be obtained from the Seminole County Property Appraiser.
• The planned process and timeline for the Straw Ballot is as follows:
o Commission approval of Straw Ballot and Informational Flyer -Feb 23
o Straw Ballot Mailed -Early March
o Public Information Meeting -Thursday, March 19
o Straw Poll Return Deadline -March 27
o Report Results to City Commission -April 13
• The Ranchlands paving program was listed as a specific project in the voter-approved
One-Cent Sales Tax referendum in 2001. Paving is currently scheduled in two phases,
with the first phase in the current fiscal year and the second phase next year. The project
has an estimated cost of $1.4 million and would be funded by the Roadway Improvement
Fund (One-Cent Sales Tax). The following roads are covered under the proposed paving
program:

PROPOSED RANCHLANDS STREET PAVING
PURPOSE:
The purpose of the Non-Binding Straw Ballot is to obtain feedback from Ranchlands property owners
regarding the proposed paving of the existing Ranchlands dirt roads. The results will be reported to the City
Commission for their review and consideration. The ballot is being sent to all property owners abutting the
proposed streets to be paved. One ballot for each property address will be accepted.
INSTRUCTIONS:
Please fill out the straw ballot and return it in the enclosed pre-paid envelope. Residents may also drop off
completed ballots at City Hall, 1126 East S.R. 434. All ballots must be postmarked or hand delivered at City
Hall not later than March 27, 2009.
PROJECT BACKGROUND AND FUNDING:
The Ranchlands Paving Program was listed as a specific project in the voter-approved One-Cent Sales Tax
referendum in 2001. The project has an estimated cost of $1.4 million and is funded entirely from the One-
Cent Sales Tax at no cost to the Ranchlands property owners. Funds from the One-Cent Sales Tax may
only be used for transportation projects. Water and sewer facilities are not planned for this project and
cannot be funded by the One-Cent Sales Tax.
PROPOSED PAVING SUMMARY:
The dirt roads proposed for paving are shown on the map on the back of this sheet. The typical paving
section would consist of an 18-foot wide asphalt section bordered by 1-foot wide concrete ribbon curbs on
both sides. Drainage swales and a pedestrian area would be constructed on one or both sides of the street.

PUBLIC INFORMATION MEETING:
A public information meeting will be held on Thursday, March 19, 2009 at 6:00 PM at Winter Springs City
Hall, 1126 East S.R. 434. City Staff will make a brief presentation followed by a question and answer
discussion.
