BOARD MEMBERS: Grace Anne Glavin, Chairman, Present Art Hoffmann, Vice Chairman, Present Carl E. Stephens, Jr., Present David Hopkins, Present Torn Brown, Absent CITY OFFICIALS: Carl D. Gosline, Community Dev. Coord. Approval of Minutes of April 6, 1994 Hoffmann made a motion to except minutes as presented. Seconded by Hopkins. Vote: GI avin Abstain (absent), Hoffmann Aye; . Hopkins - Aye; Stephens - Aye. Motion carried. Approval of Minutes of April 20, 1994 Hoffmann made a motion to approve seconded by Stephens. Vote: Glavin Hopkins - Abstain (absent); Stephens the minutes as presented. - Aye; Hoffmann - Aye; - Aye. Motion carried. Consideration of Preliminary Development Plan - Tuscawilla Parcel, 80 proiect # 94-SUB-1 The main issue of concern was the flood lines of particular lots. The Board wanted an explanation as to why the City Engineer (Jenkins) abstained from voting on the Preliminary Engineering. Culp explained that Mr. Jenkins abstained due to lack of information and that if Jenkins felt unsatisfied with it, he would have voted no. Mr. Jenkins is waiting for information to corne in from FEMA which will allow him to make a determination and vote yes or no at Final Engineering with regard to the flood lines. Culp addressed walls and buffers on Tuscora and S.R. 434. Several items discussed were, street lighting, street signs, sidewalks and recreational facilities. Chairman Glavin expressed her concern with regard to security in and around the railroad tracts. She expressed the need for a wall to help keep down the access of people trespassing, vandals, etc. Glavin stated that before final review of this plan, the Police Chief should comment as to why he takes the position that with some pretty serious things happening around these tracts, he will not investigate, or have any officers investigate. She went on to say that it is the position of the CSX Legal Department/CSX Security Department that they want local jurisdictions to enforce the law within their cities as much as possible. .' ~ f I f , ._._-_..-._~-----~-~ - .-, f' PLANNING AND ZONING BOARD MINUTES MAY 18, 1994 PAGE 2 I I IS Culp, with the aid of a plat map of the parcel, discussed the Board's concerns with regard to the flood lines. Hopkins made a motion that Commission, approval of the presented of Parcel 80 in the SUB-I. Seconded by Stephens. the Board recommend to the City Preliminary Development Plan as Tuscawilla PUD, of the Project # 94- ~ I , ~. Vote: Stephens - Aye; Hopkins - Aye; Hoffmann - Aye; Glavin - Nay Motion carried. "Annual certification of the official City Zonina Map Gosline stated that the City Code requires that each year the City certify the Zoning Map. He discussed the purpose and importance for the certification of the Zoning Map. Gosline reported that there is no record of what was certified at any point in time in the past. He brought up the fact that there were a couple of areas on the map that have not been zoned because of annexations, and that is something that will have to be taken care of through the Plan Amendment process. Discussion. i t It was the consensus of the Planning and Zoning Board to table the certification of the Zoning Map with instructions that more research is done on the annexed parcels that the City has already assigned zoning so when it is presented to the Commission, it will be complete with that information. New Business 1. Gosline reminded the Planning and Zoning Board of the joint meeting between them, and the Commission on May 23, 1994 at 5:30 P.M. 2. Briefly discussed the Committee for the draft ULDC, and the request of the City Manager to have someone from each of the City Boards involved with the process. Gosline reported that the City Manager thought it would be appropriate to have the Board get more involved with the State Road 434 corridor since some of the Board was present for the presentation, and many expressed desire to get involved. ,r PLANNING AND ZONING BOARD MINUTES MAY 18, 1994 PAGE 3 3. Gosline announced that Fred Goodrow will be here on Monday June 6, 1994, and along with Staff, go through the ULDC in great detail, particularly in the operation and administration of it. Gosline said that along with some of the Staff, he and Bruce Behrens were not real comfortable with this process yet. He stated that they want to have an in depth knowledge about how it really works before we recommend to the Board whether or not to keep going down the performance zoning path. He stressed the importance of the PI anning and Zoning Board, and the Ci ty Commission being comfortable with the basic concept; where it's going, and the way it's been designed so far. It's a radically different way of Land Deve I opment Management. Gos I ine said that the Board wi 11 be receiving a letter asking if they want to nominate, or appoint someone to this committee.
