State Road 434 Winter Springs FL 32708 Re: P&Z Public Hearing Dear Mr. Hopkin, The Planning and Zoning Public Hearing was a excellent idea. The Clifton Springs Community welcomed the opportunity to understand and comment on the Winter Springs Comprehensive Plan at the amendment hearing. Your P&Z staff was very professional and acted on the best interest of not only the residents of Winter Springs but "the county as a whole". This session showed vision; vision for future generations to come. While we do not entirely agree with the City's Future Land Use Map, we do however support every decision made at the P&Z Amendment Hearing on June 2nd, 1993. Also we hope all of Winter Springs' councilmen will share P&zs'VISION. Our community has repeatedly put in public comment for the last four years, since our involvement in the Winter Springs/Seminole County Interlocal Agreement. State Rd. Winter Springs, Florida 32708 Please allow this letter .to serve as my introduction to you. I have recently been elected to act as Executive Director of Seminole Self-Reliant Housing. I am replacing A. A. "Mac" McClanahan, who recently retired after 10 years of outstanding service to ol).r organization. Mac's astuteness and consciousness will be missed. I will briefly tell YOU of my background and give a succinct overview of where SSRH has been and where I envision our future. , ,I"""'- SSRH is a non-profit housing development company, incorporated in .June 1981. Our mission is to help provide safe and sanitary housing for the low and very low income residents of Seminole County. In the past 10 years we have built 141 new houses and rehabilitated 37. Year to date, we have completed 9 new homes and 7 rehabs; all in Seminole County and all for low or very low income families. Since graduating the University of Kentucky in 1971, my career has been centered in the real estate and home building industries. My family and I moved to Orlando in 1981 from Columbus, Ohio. There I had served as President of a mid-sized regional building and real estate company. From 1981-1992 I served in top management positions for America's largest production builders. In 1992, I resigned as Vice President of Pulte Home Corporation in order to pursue activities that are more intrinsically rewarding to me (albeit much less extrinsically rewarding) . I now operate a small real estate company to help support my activities at SSRH. ,-., Currently, SSRH is working as a sub-recipient for the county in a HUD program called HOME. This excellent program permits us to perform two important activities; again both for Seminole County's low income residents. The first is to rehabilitate the homes of owner-occupants. Many of our citizens are living in housing they own but can't afford to keep in an habitable state. Secondly, we have been awarded the HUD designation as Seminole County's only CHDO (Community Housing Development Organization). This " " ,"'-" designation is awarded only after stringent qualifications are meL as to the corporation's past performances, capacity to perform in the future and the compos it ion of the board of directors. Th if'; allows SSRH to operate a "firGt..time homebuyer" program, in Hh ich existing housing stock is rehabilitated and then sold to first time buyers using HUD funding to subsidize down payments, closing costs I nr as interest rate buydown. This is done through a deferred payment, second mortgage and has very restrictive reG~lA and recald.u 1'e st ipu la t. ions. We have currently applied for additional rehab funds from the Farmer's Home Administration and anticipate participation in two new programs, currently being offered; (1) HOPE III (HUD) and (2) SHIP (FLORIDA). Once our single family programs are fu 11y developed, we will move into the more difficult arena of low income rental communities and rentals for low income elderly. T, personally, and SSRH, as a group, have a firm commitment to be of service to you and Seminole County in helping with the housing needs of our less fortunate residents.
