BOARD MEMBERS: David Hopkins, Chairman Grace Ann Glavin, Vice Chairman David McLeod John Ferring Martin Trencher Present Present Absence Present Present A~~roval of Minutes of October 21. 1992 Glavin moved to approve the minutes of October 21, 1992. Seconded by Ferring. Vote: Glavin, aye; Hopkins, aye;Trencher, aye; Ferring, aye. Motion carried. Annexation of 1333 North 17-92 LeBlanc: Annexation was withdrawn for consideration by property owners due to pending sale. Grand Reserve Conce~tual Plan LeBlanc: This proposal is on vacant property in Oak Forest showing a density of 3.5 dwelling units per acre. The developer, Mr. Starmer is proposing to create approximately 10 exclusive estate lots on this 29.8 acre property. You have received the Staff's comments in the packages you have received, and overall the staff's recommendation is to grant Mr. Starmer permission to proceed with his engineering plans which must meet our Codes and Regulations for this development. The City's major concerns are the entrance way proposed from Tuscawilla Road which must be cleared through Seminole County, since it is a county road; and the wetland issue. Ferring: What about the road cut understanding was that there were to Tuscawilla Road? into Tuscawilla be no more road Road, my cuts into LeBlanc: The plan shows the entry from Tuscawilla. If the County does not grant this, the alternate entry will be from Quail Nest Drive. This would not alter Staff comments as they apply equally to either plan. starmer: I have been discussing this wit~ the County and they feel that perhaps the City no longer wants any more access off Tuscawilla Road or vice versa. However, since it is a county road as long as we meet their standards there would be no problem. Another issue is wi 11 this development have private or publ ic entrance therefore Planning and Zoning Board November 18, 1992 Page 2 putting the responsibilities of road maintenance on the City or the home owners. We are familiar with the wetland and drainage issue in this area and we feel that we have addressed this issue in our layout of the property. A real issue would be the crossing of the stream for lots 7 through 10, if there would be private driveways each crossing the stream or one road that crossed the stream which branched off the driveways. Hopkins: Regarding the road being public or private, Don what is the City's position on this? LeBlanc: The roads must be built to public road standards and if they are to be private and have security gates then the homeowners will pay for the maintenance and upkeep of these roads. Trencher: What about the ownership of the wetlands? stormer: Each of the owners wi 11 have equal ownership of the wetlands except the common areas which will be responsibility of the homeowner's association. Glavin: I would prefer to have of the owners have equal responsibility to the maintenance of the wetlands in the common area versus the ownership by a homeowner's association. Trencher made a motion to approve the conceptual plan for Grand Reserve for consideration to the Commission, seconded by Ferring. Vote: Ferring, aye; Trencher, aye; Hopkins, aye; Glavin, aye. LeBlanc: I would like to recommend that this conceptual plan be sent to the Commission without any additional approval by the Planning & Zoning Board. In addition, 1 would like to recommend that if there is no other item on the agenda for the next scheduled meeting on December 2nd,except for the approval of the minutes for this meeting, that we be able to schedule the next meeting for December 16th. Glavin made a motion that LeBlanc would be able to report our findings to the Commission without necessity of approving them via a regularly scheduled meeting, unless other business will be scheduled to come before this board.
