'\ PLANNING AND ZONING BOARD MINUTES December 18, 1991 The meeting was called to order at 7:30 p.m. BOARD MEMBERS: David Hopkins, Chairman, Present David McLeod, Vice-Chairman, Present Grace Anne Glavin, Present Martin Trencher, Absent John Ferring, Present CITY OFFICIAL: J. Koch, Dir. Adm. / Compo Planning Aooroval of the Minutes of Seotember 18. 1991. Glavin moved to approve the minutes of September 18, 1991. Seconded by McLeod. Vote: All aye. Annual Election of Officers of the Plannina and Zonina Board. Hopkins noted that this issue has been put off since July and he would now like to resolve it. Glavin stated that the Board could assume that Trencher's vote would follow his earlier nomination. McLeod suggested that since the Board has been running for half a year already with the current officers, no changes should be made until next July's election. McLeod nominated Hopkins for Chairman, seconded by Ferring. Vote: All aye. Ferring nominated McLeod for Vice- Chairman. Vote: All aye. Request of Robert R. and Juanita A. Shasteen to Annex Lots 13 and 14, Tuskawilla, PB 1, Pg. 5, Public Records of Seminole County FL - 2 Acres Southwest of Intersection of SR 434 and Tuskawilla Rd. Koch described the location of the property. She also noted the that after the property is annexed, the land use designation process would be initiated. Koch noted that two other lots on Nature's Way were previously annexed into the City. Hopkins asked about the unpaved road and who is currently responsible for maintenance. Koch replied Nature's Way maintenance follows similar agreements the City has with the County like Orange Avenue. Further, this road is very lightly traveled and only provides access for a few property owners and basically functions as a private driveway. Hopkins asked Mr. Shasteen what prompted him to seek annexation. Shasteen replied all this land will ultimately be annexed into the City and he wants Rl- AAA zoning. Ferring moved to recommend annexation of Lots 13 and 14, Tuskawilla, PB 1, Pg. 5, Public Records of Seminole County FL into the City. Seconded by Glavin. Vote: All aye. Koch then reviewed the status of the Comprehensive Plan revision. She stated that she met with the supervisor of the reviewer who compiled the report at the DCA and major issues were covered. At the end of the day, the supervisor felt the City could justify what we proposed to do except one item.
