PLANNING AND ZONING BOARD MINUTES
September 18, 1991
The meeting was called to order at 7:35 p.m.
BOARD MEMBERS:
David Hopkins, Chairman, Present
David McLeod, Vice-Chairman, Present
Grace Anne Glavin, Present
Martin Trencher, Absent
John Ferring, Present

Approval of the Minutes of Auaust 21. 1991.
McLeod moved to approve the minutes of August 21, 1991. Seconded by Ferring.
Vote: All aye, except Glavin who abstained as she was absent from that meeting.
Annual Election of Officers of the Plannina and Zonina Board.
As Trencher was absent, Ferring made a motion to postpone the annual election
of officers until the entire Board is present. Seconded by McLeod. Vote: All
aye.
Ferring asked Glavin if she was up to speed regarding the Tuscawilla issue.
Glavin replied she had the minutes of the meeting but needed the letters from
Kruppenbacher. Ferring provided her with a set of copies. Glavin stated she
hoped Kruppenbacher would make conunents to the Conunission on Monday night
regarding this issue.
McLeod handed out a reduced copy of the Tuscawilla PUD map showing the remaining
undeveloped properties.
The regular meeting was adjourned at 7:45.
WORKSHOP
Koch reviewed the status of the Comprehensive Plan review by the DNR, DOT, the
County, and the DCA. Koch distributed a copy of the Florida Statutes regarding
the implementation of the Comprehensive Plan, noting a single unified land
development code can consolidate zoning and land use regulations.
Koch also discussed how the State hired experts to write a Model Land Development
Code for local planning agencies to use as a framework. This precludes the need
to hire a consultant to do as much work on the code revision. Technical experts
will still be needed, however, including an environmental expert and an urban
design specialist. Koch distributed copies of some sections of the Model Code
relating to enforcement of the Comprehensive Plan through new development
regulations.
Koch discussed traffic concurrency issues within the City, as well as other
development and improvement projects.
The workshop was adjourned at 8:45.
