The meeting was called to order at 7:35 P.M.
Koch stated that we can work on the details of the population projection in the
Capital Improvements program for 1996. In general, over the last ten years we've
averaged around 1,100- 1,200 population increase a yeal'. Seminole County's growth
is anticipated to be about 30 percent in the next six years. From 1996 to 2010
t will be another 30 percent. We are peaking out in growth in the 80s and 90s
and will start tapering off. We anticipate 29,999 in the near term projections
and 38,000 by the year 2010. To verify that, which is to compare what we
anticipate and what we're suggesting be done with the rest of the property that
is not planned yet, is to assign residential land uses - Single Family and Multi-
Family to the various known developments already planned such as Tuscawilla and
other areas that are in some stage of planning, plus others as to what the
logical use would be - especially using residential development north of
projected commercial and industrial development on the north side of 434. . She
showed on the map what that includes. She said we are required to do an existing
land use map. Trencher asked if it is possible to take the 1990 population
estimate report and the 2010 population estimate report and by percentage, show
the growth in each of the traUic zones. He suggested putting on a map the
percentage of traffic growth in the period of time from 1990 to 2010. Koch said
that is one of the maps we will have, showing the growth in stages. He asked
what the criteria is for developing these population estimates. Koch said the
existing population which we did is an exact count which is confirmed, and we're
confirming the census. Those figures are really good by traffic zone. She said
we have household size by Single Family and Multi-Family, and we have information
on mobile homes as to the difference between the number of persons in the various
kinds of housing. She said her source in Seminole County, is Don Hastings who
works with the University of Florida. That information is only available at
census time. We have the projected numbers for 1996 and 2010. This is part of

the work we've been doing with the County. We have some information from the
census on the vacancy ratio. The figures show the number of vacant housing by
census tract. For 1990 we had the exact count for housing, a good accuracy
figure for the vacancy rate. We had the population per household that was the
best available which was right on target. Koch said we need to accommodate
37,000 population. We will have adequate residential to handle the population.
We don't need to go to another area and change it to residential. You can do
what you want to do and comply with the population projection. In 1996 there
will be approximately 28,000. That is the population that we have to verify in
the Capital Improvements programs and other services. Those are the numbers
we have to look at in the parks element, in the water and sewer element and the
other elements that require a level of service. In those cases we look at
location as well. That's another reason to detail and not just look at the
total. Koch said we'l'e in a rather stl'ange 8i tuation wi th Tuscawi lla being
vested with respect to the State as far as concurrency with road capacity. Under
the settlement agreement, the land uses and other factors are "set in stone" by
the court with respect to traffic capacity. They also have all the sewer
capacity they need. In Tuscawilla we have no problems with services. But the
market is a rather gloomy projection - 750 - 150 a year for the next five years.
That is the only factol' that limits them. We now own all of the parks and
facilities in Tuscawilla. It's not possible to create taxing districts to cover
that. We need to decide if that is adequate. Do we need, in the next five
years, to think about the facilities in Tuscawilla. That would be a capital
expenditure of the City. To put in additional equipment on land that may be
available for public use. It will be part of our Capital Improvements program
for the parks.
Trencher asked if we have engaged any consultant to advise the City to look at
the whole City from a recreation point of view. Koch said there was a City-wide
survey to decide what was best to put in the park. They received information
on the preferences of the people. Koch said State guidelines for the number of
recreational facilities are too expensive. The Regional Planning Council has
backed off from the State guidelines. There is no requirement to adopt anybody
else's guidelines for parks. We look at what we want for our community in this
particular case. You can adopt your current level of service for a period of
time and then anticipate or have the goal of increasing that level of service
in the future through the Capital Improvements Program. We have to know where
we are going to get the money to do what we want to do. Trencher reiterated that
he would like to have professional help to advise us about recreational or park
facilities. Horan said if we want parks, roads, utilities and infrastructure,
the place to get that is in the platting process. He said what we really need
to do as part of the Comprehensive Plan is to create and implement a program for
mandatory dedication of recreational areas, roads, stormwater utility areas, any
kinds of utilities and dedications that we need for public purposes, and to
implement that process as a condi tion of plat appl'oval. He said a platting
process has suffered from a lack of a consistent policy and program. He feels

that as part of a Comprehensive Plan in all areas we need to implement a program
of man~atory dedications for those types of improvements within a subdivision
as part of the platting process. Koch said we do that. The various departments
rev lew everything before it comes before the P&Z Boal'd. He said we need a
consistent policy of enforcement, and he believes it's part of the Comprehensive
Plan. We can articulate that that should be a goal. Koch said we haven't had
a large subdivision dedicated in the City for a long time. Eagle Ridge will be
the first one we've had that's public where we can say anyone from anywhere In
the City can come use this park. Trencher asked if we have an inventory of the
City of all of the people that gave five percent and how much of that land is
really convertible into park property. Koch said if we had any we could convert,
it would have been converted. Trencher said in developIng recreation in terms
of goals, policies and objectives, in the period from April to October in which
we can add substance to the plan, it might be a good Idea to have Gladding Lopez,
etc., or someone else help us in dealing with the recreation question. Koch
mentioned the option of setting a current interim level of service based on what
we have and what we can afford, then set a future level of service at a certain
point and time during which you go through that procedUl'e. Attorney Wor'sham said
if you set a level of service it will have to be financially feasible and there
will be the responsibility to identify a source of funding for and a project of
the program. It is a bit tricky. He said he felt a consultant might be a good
idea at this point. You are land-limited. You don't have many more
opportunities. You have to be careful not to set up a final level of service
where you might have to condemn houses for ball parks etc.. Hopkins asked what
options we have for creating the funds. Koch said we have taxes, impact fees
grants, and donations. Worsham said there is a special taxing district that has
the power to levy assessments, taxes, and bonds. They have issued a lot of bonds.
The millage does not come under the City millage. Discussion of establishing
a special taxing district, Hopkins asked what is practical as far as raising
funds is concerned. Koch said you can add a mil for a year, for instance.
Hopkins asked if the Board agrees to set up short term millage increase, to how
many of the elements will this apply. Koch said parks and recreation would be
all unless you want to go on to an open space or conservation land bind program.
Koch said the Board needs to take a consensus on what they want to put in the
plan - that one of the objectives is to upgrade recreational facilities City-
wide based on some expertise In the field and that the policy will be to have
a study done and implement the results of that study by projects that will be
funded by what source. Hopkins stated that the goal at this point would be to
provide for the existing population and that of the future.
Hopkins opened the Board for discussion as to what our goals, objectives, and
perhaps even policies are to reach that goal. He said they are looking for a
consensus. He asked for comments. He asked for a consensus to continue to
provide for the existing population and that of the future for recreational
needs. Discussion. Hopkins asked if we need to address where and how we're
going to get the money to pay for this, Koch said you need to have some

recommendation as to what the proper source will be. She said if we build Panama
Road we will have another five years with a two lane road that could stop
emergency vehicles. She said we're in a bind because if we don't have sewer
capacity for our commercial development to go ahead we're not going to get the
impact fees. Koch asked the Board if we assume we could pay for Shore Road and
the east-west Road, do they agree that those are more important than anything
else we might do. Discussion. Trencher said if we don't have any effluent in
the town center, and therefore we can't encourage people to come in and build.
therefore we couldn't get that portion of the road built. He said it would seem
that that would be a primary issue to be addressed. Koch asked if we can give
preference to building in one area as opposed to another. Worsham said if
someone meets all of the Code requirements. it would be hard to deny them. Koch
suggested creating a land use right now in order to "push" downtown. Trencher
said you can also create tax incentives to attract people to purchase that land
to build certain types of facilities based upon certain grants.
A consensus was taken on the prioritization of Shore Road over Panama. It was
understood that both are wanted. but Shore Road would be first. All were in
agreement. Tt'encher asked if we adopt this road network as part of the
Comprehensive Plan. but the ordinances and legislation are not yet adopted, and
Schrimscher wants to develop the property, what rights does the City have to
have him set aside the land. Attorney Worsham said the Comprehensive Plan is
law.
