Planning and Zoning Board Minutes
January 16, 1991
The meeting was called to order at 7:35 P.M.

Hopkins said we wi 11 not have a quot'um vote on this decision as McLeod was
absent and Horan and himself were the only ones present at the meeting who are
still on this Board. Koch said the minutes could be submitted in the record as
written.

1. Goals, Objectives, and Policies

Hopkins stated there is concern about the time table for the presentation and
the development of the Comprehensive Plan. He asked for a discussion.
McLeod said he felt that the Board needs to get the booklet and other materials
next week so that they will have time to go over them and discuss them in the
next couple of meetings.
Koch said she would like to ask the Board specific questions about what was said
at the November 28th and the January 2nd meetings in order to refine some of the
things said at those meetings.
Koch stated she has a meeting with the City Attorney Frank Kruppenbacher, to go
over the proposals on the Comprehensive Plan.
Horan asked who is actually going to write the Plan. Koch said she is, and that
is why she wants to get some refinements from the Board to put into what she is
writing. She said the Plan is based on what the Board decides from what they
have heard and what the public has told them. She said the goals, policies and
objectives are the Comprehensive Plan. Discussion.
City Attorney Frank Kruppenbacher suggested having a meeting on January 24th.
Hopkins requested a "skeletal outline" of the Comprehensive Plan in order to
start piecing the different elements together. Koch said she would write as much
as she could for the meeting on January 24th. Hopkins offered the assistance
of the Board. Hot'an suggested other Departments of tIle City give input to the
Plan. He suggested that too much (If a burden is being put on the City Planner.
Meeting adjourned at 8:30 P.M. .
