BOARD MEMBERS: David Hopkins, Chairman, Present John Langelotti, Present John Torcaso, Present David McLeod, Vice-Chairman, Present John Horan, Present CI'IT OFFICIAL: J. Koch, Dir.Adm./Comp. Planning Approval of Minutes of September 5, 1990: Horan moved to approve the minutes of September 5, 1990. Second by Torcaso. Discussion. Torcaso mentioned that Kulbes stated in the meeting that he might be premature with bringing the matter of Shepard Road before the Planning and Zoning Board. Hopkins added also that it wasn't stated in the minutes that when Bill Corente spoke of Fire Department response time, he stated that one minute of time didn I t matter in an emergency. Vote: Langelotti: aye; Torcaso: aye; McLeod: abstain; Horan: aye; Hopkins: aye. Minutes approved as amended. Request of Hugh Pettit to Armex 2 Acres on Southwest Corner of SR 434 and Hayes Road (Single Family Residence on Pt. Lots 30 + 51, Entzminger Farms Add. No.2, Plat Book 5, Page 9): Koch stated that this property is at the corner of Hayes Road and SR 434. The City is glad to see this enclave came into the City. Hopkins stated that although the application includes the land use and the zoning requested, the Board is considering only the annexation at this time. Koch explained that under the current planning legislation, land use and zoning are handled by separate procedures and ordinance fran the annexation. Torcaso moved to recommend approval of the request of Hugh Pettit to annex 2 Acres on the Southwest Corner of SR 434 and Hayes Road. Seconded by McLeod. Discussion. Vote: All aye. Motion carried. The City could reinspect older homes to make sure they are up to current code. This would protect the quality of life. Under Code Enforcement policies, the City can assure the neighborhood will remain desirable to families. The other source, new houses which cost less, such as higher density subdivisions, can be encouraged by approaching CMners of the undeveloped property in the City and getting their response to the concept of building affordable housing. The biggest problem in developing new lower cost hanes is not the price of the houses but the price of the land itself. One way the City could help is to offer the developer incentives such as tax breaks, waiver of permi t fees, etc., in exchange for ccmm1 tments to affordable housing. Item 3 - Update of 1987 Water and Sewer Studies, was postponed until a later date. The meeting was adjourned at 9: 35 P.M.
