BOARD MEMBERS: David Hopkins, Chairman, Present John Langelotti, Present John Torcaso, Present David McLeod, Vice-Chairman, Present John Horan, Present CITY OFFICIAL: J. Koch, Dir.Adm./Comp. Planning Election of Chairman: Langelotti moved to elect Hopkins as Chairman. Seconded by Torcaso. Hopkins asked if there were any other nominations. There were none. Torcaso moved to close the election of Chairman. Seconded by Horan. Vote: All aye. lvbtion carried. Election of Chairman: Langelotti moved to elect McLeod as Vice-Chairman. Seconded by Torcaso. Hopkins asked if there were any other naninations. McLeod moved to elect Horan as Vice-Chairman. There was no second. Vote for McLeod as Vice-chairman: All aye. lvbtion carried. Approval of Minutes of July 18, 1990: Hopkins stated that he was not present for this meeting and will voting. Langelotti moved to approve the minutes of July 18, 1990. Torcaso. Vote: All aye. lvbtion carried. abstain from Seconded by Approval of Minutes of Julv 25, 1990: Torcaso moved to approve the minutes of July 25, 1990. Seconded by Horan. Vote: All aye. lvbtion carried. Approval of Minutes of August 1, 1990: Langelotti moved to approve the minutes of August 1, 1990. Seconded by McLeod. Vote: All aye. lvbtion carried. Hopkins closed the regular meeting and opened the Workshop. Plarming and Zoning Board Minutes August 15, 1990 Page 2 W')RKSHOP Special Workshop Meeting to Receive Comments for Inclusion in the Developnent of the Winter Springs Comprehensive Plan from Residents and Property Owners of the Tuscawilla PUD Between Tuskawilla Road and Howell Creek, Including Units 2, 4, 6, 8, 9, 9-A, 9-B, and Arbor Glen, Wedgew:x:xi Golf Villas, Tennis Villas, Country Club Village, Georgetowne, Tuscany Place, and Casa Park Villas: Hopkins stated that the purpose of the meeting tonight is to receive input from the canmuni. ty that is of concern to anyone present. He stated that there are many changes happening in Winter Springs such as the SUper Park, Senior Center, Solid Waste and the Expressway. The growth wi thin our County will have an effect on our City. The Board has reached a consensus at this time and will recommend to the Coounission a loop system to help alleviate the traffic problems and to provide the residents of the City new roads so they may get around more convenient I y wi thin the Ci ty . Hopkins stated that the Comprehensive Plan is a plan for the future of the City for the next five years and ultimately for the next twenty years. A new canponent of the Canprehensive Plan is concurrency. Hopkins read a portion of the Florida Growth Management Doctrine explaining concurrency. He mentioned that concurrency is the requirement to have facilities available at the same time as the impact of developnent. Tan Brown, resident of Wedgew:x:xi Tennis Villas, mentioned a concern he has is the opening of Tuscora Road onto SR 434, that this would create a lot of traffic down Winter Springs Boulevard. He asked if there could be some sort of jog in the road to slow down the traffic. Koch stated that the purpose of the connection of Tuscora through to SR 434 is to benefit the residents of Tuscawilla. She stated that the Police Department will design stop signs and traffic control to discourage the misuse of the road. Koch stated that the Board could suggest in the traffic circulation element imPediments to discourage outside. traffic going through the canmunity. Brown also mentioned another concern is the water run-off west of the bridge over Howell Creek on Winter Springs Boulevard. He stated that this run-off is creating a retention pond where no pond is designed to be. Koch stated that she would mention this problem to the City Engineer and ask him to look into this problem. Koch also mentioned that the City is I'lCM considering an ordinance establishing a stOJ:'J1W:lter utility to have the City take over all stormwater management. The question will be heM to fund this service. There will be some sort of tax to pay for this service to take the maintenance responsibility off the residents and have it assumed by the City. .. e - r-- .~ I. Plarming and Zoning Board Minutes August 15, 1990 Page 3 George Nader, landCM11.er in Tuscawilla Unit 3, asked about the possibility of homes being built along the golf course. Koch stated that no request has been formally submitted to the City for review. She mentioned that the new CM11.ers of the golf course have stated they would like to build homes on same of their land. The City's Attorney is reviewing this and indicated he would announce his findings at the next Conunission meeting. Koch stated that the owner v.ould have to come in and ask for an amendment to the master plan. Nader stated that this land is dedicated as a green belt and it is inappropriate to change the land use and stated that this should remain as part of the golf course. Gene Lane, President of the Country Club Village Homeowners Association, mentioned the drainage problems in Country Club Village. Fred Schram, resident on Winter Springs Boulevard, stated his concern about traffic on Winter Springs Boulevard. He also asked the Board if he could get his house rezoned to conunercial, because of the traffic. The Board told him that this wasn't feasible. Horan stated that the Board does not want flCM-through traffic on local streets but will encourage traffic on primary collector roads in the City. Kim King, resident of Country Club Village, stated her concern over the unkept condi tion of the land along the golf course where the owners want to build homes. She stated that she has been in contact with the owners and was told that this is rough. The Board told her to get in touch with the Ccxie Enforcement Officer. McLeod suggested that Ms. King take pictures of the property and also get a ruling from the PGA as to what they consider rough, then bring this information to the Ccxie Enforcement Officer. Schram asked about potential flood hazards. Koch stated that since 1980 all homes must have the lowest floor level one and one half feet above the 100 year flood plane level.
