Special Workshop Meting to Receive Comments for Inclusion in the Development of
the Winter Springs Comprehensive Plan from Residents and Property Owners of
Hacienda Village and Seminole Pines - Mobile H~ne Carurrunities; and Indian Ridge

Hopkins stated that this is a workshop met:~ting to receive COlIUnents for
inclusion in the development of the Winter Springs Comprehensive Plan. He
stated that this is an enormous task and the Board wi.ll need all the help they
can get from the residents. The first five years [as to be mapped out quite
exten..'3ively, then with long range plarming up to the year 2010.
Hopkins mentioned current projects going on in Winter Springs: the Senior
Citizens Center, the Super Park, a new solid waste program currently under
development, and most of all the growth wi thin the City. He also mentioned the
Expressway that abuts the City limits, which will add an enormous amount of
traffic onto S.R. 434. He stated that there is only one way to get fr~n one
end of the Ci ty to the other. The Board has been working on a collector road
system within the City to help alleviate the traffic congestion, and to make it
easier for the residents to get around the City. He stated that the current
plan for making S. R. 434 four lanes is not until 1995-96 and that the
expressway is to be finished in this area in 1993. The collector road system
is more or less a loop design. He stated that the Board has been asking the
residents to come to the meetings to discuss the problems that they are being
faced with so this information can be taken into consideration in developing
the Comprehensive Plan.
Hopkins explained concurrency to the residents. He said that concurrency has
been applied to growth management. Concurrency is the requirement that public
facilities 5"Uch as roads, parks, sewers, land fills, drinking water, etc. be
available at the same time as the impact of developments.
John Conner, resident of Seminole Pines, asked if there were any plans to
straighten Wagner's CUrve. Koch state<..1 that when S.R. 434 is widened to four
lanes, the plan is to flatten out the curve so it is a more easy turn. She
stated that the current five year plan that D.O.T. has for 1994-95 does not
show funding for construction of the widening of S.R. 434. D.G.T. has
indicated that they see it on line as next in priority and probably will come
about 1995-96.

Conner asked if there were any plans for a traffic light in that area. Koch
stated that S.R. 434 is a State highway and is under the control of D.G.T. She
stated that the Commission is looking at this subject.
Dan Martin, resident of Hacienda Village, stated his concerns about the empty
shopping center in the center of the City. He also mentioned that there are
many unoccupied plazas in the City and there should not be any more built until
the ones that are here are filled.
Martin also mentioned the culverts emptying into Gee Creek. Koch stated that
the law regarding storrnwater runoff is that after development, there is to be
no more stormwater runoff to the creeks than there was before there was any
development. She stated that there are some problems from the 1970s when the
laws were lax.
Bill Ragland, resident of Hacienda Village, spoke of the water problems in his
area since the wall was built around Mt. Greenw:>od. He also said its
appearance was deteriorating. Koch stated that sh~ W'Juld check the deed
restrictions for Mt. Greenwood; the homeowners association is required to
maintain their common areas. There was a meeting with the developer and
representatives from Hacienda Village and it was ultimately decided that the
drainage was a private matter between the tW'J property owners. Hacienda
Village developers constructed a swale, but this has not solved the problem.
Koch mentioned that the State may soon require that all local governments take
over all stormwater retention management even though it is on private property.
The City is looking at a stormwater utility whereby the City would take overall
responsibility for managing all stormwater and this W'Juld require a City~ide
tax.
Ted Brunelli, resident of Seminole Pines, asked about who controls the
wetlands. Koch stated St. John's Water Management District controls the
\l-Jetland areas.
Brunelli also asked what would happen if a developer came in and bought the
mobile home park and wanted to make a change from mobile homes to apartments or
condominiums. Horan stated that under Chapter 7-23 which provides for the
selling of the park first option goes to the homeowners or the owner would have
to provide land elsewhere, comparable to what the homeowners have now. A
developer W'Juld also have to comply with City procedures.
Lloyd Anderson, resident of Hacienda Village, asked about the property fronting
Hacienda Village. Koch stated that the zoning of the property is C-l. Koch
also mentioned that the Board can recommend land use changes to undeveloped
property.
Brunelli asked if there were any plans for City sewer service for Seminole
Pines. Koch stated that there is no plan for City sewer services for Seminole
Pines at this time, but there is talk of City Water service.

The Board assured the mobile home residents that they have good protection of
their property from the City and the State.
The meeting was adjourned at 9:30 P.M.
