Consensus on Irutial Proposal for Collector Road Corridors and Priorities Koch stated that it is time to make some preliminary pecisions on the future traffic circulation system in light of what other jurisdictions will do for roads in the City. We are not talking about any collector roads that are on a. master plan of any development. We are including the comments from neighborhoods involved or affected by any new roads. The Board has to decide what to do about connecting the two sides of the City. Koch revi~ with the Board the new DOT five year work program. The schedule includes the five year plan for Seminole County. S.R. 434 is not funded for widening even by 1994-95. There are f~ for the acquisition of the right-of- way and engineering for S.R. 434 but there will be no actual widening even by 1994-95. The only work that is shown for S.R. 434 is to rebuild it and make it safer, s imi lar to what was done on S. R. 419 . There are funded road improvements all around the area near the City. With the Expressway being completed in 1993, S.R. 434 will be heavily impacted. The City will have to deal with concurrency and a single project could over impact the capacity of the road. There will be a backlog on S .R. 434 and the City cannot permit a development that would add to the impact on the road. William Tipton, Sr., the City's traffic consultant, stated the Board should look at the overall trip capacity. He stated that concurrency will have a major impact on the Ci ty and its growth. Tipton stated that the main arterial roads in the area besides S.R. 434 are US 17-92, S.R. 419 and Tuscawilla Road, and in a few years the EX[Jress'WaY. He stated that for every mile or so there should be an arterial road for better traffic flow. Koch stated that the Board needs to prioritize the needs for the City sponsored collector road system. '\ Planning and Zoning Board Minutes July 25, 1990 Page 2 Koch went over wi th the Board the input from the neighborhoods and the information from Tipton about the different alternatives of where the new collector roads could go. The general plan would be to create a loop around S.R. 434 beyond the S.R. 419 and Tuskawilla Road intersections. On the north it would go through the Schr imsher property I then go behind Ci ty Hall over to the park property , through the Leffler property and along the north side of the bus barn onto S.R. 419. One of the ideas is to assist the school traffic as well as link the east and west ends of the City. The southern loop would extend from the Schrimsher property southwest, passing along the north of the schools, across Tuskawilla Road, north of Oak Forest to Shore Road then on to Moss Road. A north-south connection would be created by extending Shore Road north to S.R. 434 at S.R. 419 and south to Bird Road and Lake Drive. Tipton explained that ideally an urban traffic pattern should include an arterial road every mile and a freeway every six miles. Tipton advised that this basic road with smooth ties onto the existing arterials would provide a good circulation route. He stated that in his future stuey the question will be how many lanes would be necessary in each corridor, He mentioned that the City needs to coordinate with the County for relief of ked Bug Road. Tipton stated that having this loop system around the City will help develop the central business core of the City. Koch mentioned that when developers construct part of the collector system they will accrue impact fee credits. McLeod mentioned that some residents were against a road from S.R. 434 and S.R. 419 through to Shore Road. He stated that the residents thought that connecting Shore Road eastward to the 434 Partnership developnent would not cause as much traffic. Tipton stated that having the road connect from S.R. 419 to Shore would be much better than connecting with the 434 project. There was discussion of the options for the road system. Tipton stated that the number one priority for the new road system in his opinion would be the Shore Road to Lake Drive connection. The second choice would be the lower part of the loop system, running east and west from Tuskawilla Road west to Shore or Moss Road. The Board all agreed to the loop road system and the new collector roads presented. The meeting adjourned at 9:45 P.M.
