REQUEST: The Parks and Recreation Department is requesting the City Commission to
withdraw its Grant Award from the Florida Department of Environmental
Protection, Florida Recreation Development Assistance Program (FRDAP)
for Central Winds Park Expansion Improvements.
PURPOSE: The purpose of this item is to obtain City Commission approval to withdraw
the $200,000 matching Grant Award for the FRDAP Grant for Central Winds
Park Expansion Improvements.
CONSIDERATIONS:
• On October 8, 2007, the City Commission approved the execution of a FRDAP Grant for
$200,000 for Central Winds Park Expansion Improvements including new center
walkway, new restroom, new picnic pavilion, playground renovation, nature trail
renovation, and existing passive area restroom renovation.
• The City had about 3 years to complete the project or withdraw the grant award.
• The total estimated cost of the project was $500,000 requiring $300,000 from Park
Impact Fees. Park Impact Fees have not come in.
• The project must be totally completed by April 30, 2010. In order to complete the project
by the firm deadline, conceptual design must be done at this time.
• Staff has a proposal from Highland Engineering to do the design now at a cost of
$19,800. There are no Impact Fee Funds available to begin or any other available funding
except General Fund Reserve.
• Withdraw of the award will not penalize Winter Springs with the FRDAP Program.
Many grants are being withdrawn by cities and counties because of their liability to match
the grant and fund increased operational costs.
• Winter Springs currently has the maximum of 3 FRDAP grants (Trotwood
Improvements, this project, and a Permanent Dog Park). The withdraw will allow Winter
Springs to submit the same project or another needed project for FRDAP consideration in
September 2009, should Parks Impact Fee Funds materialize.

Dear Mr. Fields,
On behalfof Highland Engineering, Inc. (HEI), thankyouforthe opportunityto presentthis proposal relatedto
the proposed Central Winds Park -Practice Field Restroom/Pavilion Building and Sidewalk Addition project.
The proposed project improvements are understood to include a new building designed to include restroom,
equipment storage, and an "open-air" pavilion. The proposed improvements are also to include new
pedestrian sidewalks extending from the existing entrance road westward along the route depicted on the
Central Winds Park Master Plan to the west top of bank of the existing drainage ditch located to the west of
the practice fields, and extending from the grassed parking lot located south of the practice fields northward
to the proposed Restroom/Pavilion Building. It is also understood that a portion of the proposed sidewalk
length will be improved with electrical service pedestals for special events.
SCOPE OF WORK
The scope of work addressed by this proposal include only the conceptual design phase series, which are
defined as follows:
A. Site inspection/meeting with staff regarding the location/orientation of the proposed site/building
improvements.
B. Prepare preliminary water demand and wastewater flow estimates based on the developed
conceptual site/building plan.
C. Provide building space planning and conceptual exterior building design services as follows:
Restroom/Pavilion Building Concept Floor Layout and Program Spreadsheet
a. Prepare one concept plan addressing the building total area, room identifiers, and
covered gathering areas. This plan will address the area and physical features of the
proposed plaza immediately adjacent to the restroom building.
b. Programming Document/Spreadsheet: Prepare simplified programming document
describing the facility breakout square footages.

2. Restroom/Pavilion Building Exterior Design Development
a. Prepare one concept building elevation plan corresponding with the above defined
concept building plan. The deliverable work product will be a hand-drawn plan for
.each elevation. Upon approval by City staff, a CADD drawing will be prepared for
each building elevation.
b. Prepare a plan defining proposed building exterior material development /color
development corresponding with the concept building elevation plans.
D. Preparation of one Conceptual Site Plan.
E. Preparation of a budgetary construction cost estimate, including allowances for "soft" costs.
F. Meeting with staff to present the conceptual plans.
G. Preparation of revision to the conceptual plans based on staff review comments.
H. Preparation of project related documents for presentation of the conceptual site plan and building
space planning and conceptual exterior building design details to the Board of City Commission. The
deliverable work product will be acolor/presentation plan forthe developed building floor plan and
the building elevation plans, which will include a landscape conceptual view for each elevation.
BASIS OF PROPOSAL
This proposal is based on the following conditions and assumptions:
A. Additional professionals working under contract to HEI include Cuhaci and Peterson
(architectural/landscape design services).
B. Preparation ofthree-dimensional plan views/exhibits forthe Proposed Building Concept plans are not
included as part of the scope of work, but can be provided for an additional fee if required by City
staff.

COMPENSATION

A. Labor costs related to the above proposed services shall be performed on a lump sum fee basis in the
amount of $19,800. Monthly invoicing for lump sum fees will be billed on a percent completion basis.
B. Reimbursable expenses, such as postage, courier, tolls, mileage, photocopies, plotting and printing of
drawings and specifications incurred in connection with the proposed scope ofwork shall be billed at
a rate of 7.0 percent of the invoiced labor cost.
C. Additional services authorized bythe Clientshall beperformed on atime-and-material basis pursuant
to the attached Standard Labor Cost Sheet (Exhibit "A") unless a separate negotiated lump sum fee
amount is agreed upon.
