REQUEST: The Police Department wishes to inform the commission about the
department's enforcement efforts and other methods used to inform the community of the
recent reduction of the posted speed limit on SR 434 through the Town Center district.
PURPOSE: Recently, the city asked the State of Florida to consider reducing the speed
limit on an approximately one mile long section of S.R. 434 in both directions through
the Town Center district. The State agreed to this change and posted the new limit of 45
MPH during or about the last week in December 2008. The Police Department desires to
achieve voluntary compliance with the speed limits city-wide and takes apro-active
stance with enforcement and educational programs desired to achieve this goal. In an
effort to educate the public on this recent reduction, the police department issued several
written and verbal warnings to violators stopped for speed-related offenses in this area.
To date, approximately twenty-five (25) written warnings and fifteen (15) verbal
warnings have been issued to drivers. Additionally, a few citations were also still issued
to the more serious violators we encountered. These drivers were at a minimum 18-20+
miles per hour over the posted speed limit.
To enhance awareness of the speed reduction, the police department prepared a printed
press release that was distributed to the members of our HOA mailing list, the city
officials, and local citizen groups, as well as the local print media so readers could
become aware of the change. To supplement this release, a note was posted on the City
of Winter Springs website with a map of the affected area of S.R. 434. We also used an
LED variable message board during peak traffic times both in the morning and the
evening hours with a "Reduced Speed Ahead" message posted. This seems to have
helped the compliance with the speed limit in this affected area. As we monitor speed in
this area daily, the speed compliance overall has been noted to be above-average,
however, we will soon begin balanced speed enforcement through this area on a full-time
basis.
