Mayor John F. Bush is requesting that the City Commission consider
endorsing City of Sanford Commission Member, the Honorable Art
Woodruff, to continue serving on the Seminole County Expressway
Authority (SCEA), in coordination with the Council of Local
Governments in Seminole County (CALNO).
PURPOSE:
The Council of Local Governments in Seminole County (CALNO) is
requesting that our City Commission consider continuing the endorsement
of City of Sanford Commission Member Art Woodruff, who has been
serving on the Seminole County Expressway Authority (SCEA).
CONSIDERATIONS:
Previously, the Council of Local Governments in Seminole County
(CALNO) has recommended representatives and/or endorsed Nominees to
serve on the Seminole County Expressway Authority (SCEA).
The Council of Local Goverrunents in Seminole County (CALNO) is
going to discuss this same matter at their February 4, 2009 Meeting and it
is expected that the Council of Local Governments in Seminole County
(CALNO) would recommend the endorsement of City of Sanford
Commission Member Art Woodruff to continue serving on the Seminole
County Expressway Authority (SCEA).

The Seminole County Expressway Authority (SCEA) has requested that
each City in Seminole County officially endorse CALNO's (Council of
Local Governments in Seminole County) recommendation, in writing.
RECOMMENDATION:
The City Commission is requested to approve the endorsement of Sanford
Commission Member, the Honorable Art Woodruff to the Seminole
County Expressway Authority (SCEA) via a Motion and approve Mayor
John F. Bush to sign and send the attached letter of support.
ATTACHMENTS:
A. email (from Seminole County) and corresponding Letter dated January
30, 2009 from the Seminole County Expressway Authority (SCEA)
B. (Sample) Letter to be signed by Mayor John F. Bush and sent to the
Chairman of the Seminole County Board of County Commissioners,
should this endorsement of the Honorable Art Woodruff be ratified

Re: Seminole County Expressway Authority -Municipal Appointment
Commissioner Art Woodruff's Term on the SCEA Board
Dear Commissioner Brender:
The State Statute establishing the Seminole County Expressway Authority provides that the five (5) County
Commissioners and two (2) elected municipal officials within the County serve as Authority members. The
Statute also provides that the Board of County Commissioners select the municipal members unless two-
thirds of the municipalities jointly recommend in writing to the County Commission their selection of a
member for appointment within thirty (30) days of a vacancy occurring.
The completion of the two-year term of the municipal position held by Sanford City Commissioner, Art
Woodruff, is now upon us. Said term began in January 2007 and ends in January 2009. Commissioner
Woodruff has expressed his willingness to be reappointed.
Historically, the Council of Local Governments (CALNO) has served as a forum for recommending
municipal representatives to serve on the Expressway Authority. It will be most helpful if CALNO will
continue to assist in the process and place this matter on its February 3, 2009, meeting agenda.
After CALNO's action, each of the seven cities will need to endorse CALNO's recommendation by placing
the matter before their respective City Commission for official action, and advising Seminole County of the
action taken.
Because of the requirements of Chapter 348, Florida Statutes, CALNO's recommendation needs to be
affirmed by a majority of the municipalities and approved by the Seminole County Board of County
Commissioners (BCC). We anticipate placing this matter on the BCC agenda for February 24, 2009. In
order to meet BCC agenda submittal requirements, we respectfully request receipt of CALNO's
recommendation and each city's letter endorsing CALNO's recommendation by February 13, 2009. By copy
of this letter, we are advising each City Manager of this schedule.
We look forward to receiving CALNO's recommendation and the municipal endorsements. Thereafter, we
plan on forwarding same to the County Commission for action at the February 24, 2009, meeting.
