Koch, Dir.Adm./Comp. Planning Development of New Comprehensive Plan: Water and Sewer, Storm Drainage, Recreation: --.----.--.----.....- Koch stated that she attended a meeting with all the planners of the seven cities and the County concerning what point they have reached with the update of their Comprehensive Plan. Koch stated that for the first meeting in January she will have a calender as to the dates of meetings with the residents and what will be covered on the uPdate of the Comprehensive Plan. Koch stated that the City received the impact fee ordinance on December 11, 1989. The first reading of this ordinance should be in January 1990. The official population projections will be ready in January and can be sent on to the State for their review. Commissioner Kulbes is the City's representative on solid waste and will come to speak to the Board and public early in 1990. The City has until 1994 to reduce solid waste. We will be starting a program in April 1990. This will be done jointly with the County and area cities. This will come under our plan for solid waste and intergovernmental coordination for our Canprehensi"e Plan. The City has a policy that states that when a developer puts in retention ponds (any holding area for storm drainage) the city does not take title or responsibility for the land. The only thing the City takes responsibility for is the pipes in the R-O-W. To deal with the problem of the upkeep, a concept that has been developing is a stormwater utility to operate City-wide to handle the maintenance and ilnprovements the storm drainage needs. The problem wi th this concept is how to do this fairly for the residents. This is still in discussion. The County is looking at setting up a County-wide system of the maintenance of the stormwater retention/detention ponds. The City will have to come up with policies and goals on how to deal with this in the long run. The main problem is with what has been built already. With new developments the homeowners have the obligation for the maintenance of these ponds. Planning and Zoning Board Minutes December 13, 1989 Page 2 - Koch stated that the problem with sewage is the effluent disposal. The City will have treatment capacity when all the plants are working, but the problem is what to do with the effluent. The cost of buying the land for the effluent disposal is expensive and would be land that homes could be built on. An al ternative the City is looking at is spraying the effluent on the power easements. Also the City has a new ordinance that requires future developmonts to install reuse lines, where effluent will be sent back for lawn maintenance, washing cars, etc. The developer will be responsible for putting in the reuse lines. Another possibility is spraying the effluent on park property. Koch stated that the City purchased 55 acres for a park, and showed the Board a conceptual plan of the park. The City also has land donated for parks from the 434 Project. Koch also went over with the Board where the parks are that are in the City at this time. The meeting was adjourned at 9:25 P.M.
