PLANNING AND ZONING BOARD MINUTES

December 6, 1989
The meeting was called to order at 7: 30 P.M.

Development of New Comprehensive Plan: Existing Development, Land Use, Growth
Projections to the Year 2010 and Future Traffic Circulation(anticipated State
and Coun!Y.Load improvements}; . _.___________..__
Koch went over the new developments in the City within the past two years on
the Base Map. She stated that every platted road public and private is on the
map. She stated that with this base map, there will be overlays added to
screen out the County property and to show the natural features, wetlands, etc.
Koch stated that as far as residential land is concerned, the City knows pretty
much what is going. to happen. We are not so sure as far as the northeast
corner Near the Expressway interchange is concerned.
Koch stated that the City now has a population of 22, 000 and it is estimated
that by the year 2010 the population will be over 48,000. She stated that at
the State's special session last month they reviewed the five year plan. Even
by 1994 there is no money allocated for construction of SR 434.
Wi th the impact fee study that is going on now, money collected will fund
addi tional City collector roads. An inner collector belt would be benefic.ial.
To permit construction that will overburden SR 434 at the level the State is
setting for this area, the City will have to supplement capaci ty of the highway
wi th a collector road system in the central area. The Ci ty also needs to
provide other north, south, east and west collector roads.
Koch stated that there are 8,146 dwelling units in the City as of now.
New developments that build a collector road as part of their project may
receive partial credit against their impact fee.
The City is bound to provide roads to accommodate the population by State law.
The population count comes from the University of Florida's study.

Koch also stated that the City Attorney is drafting an ordinance for impact
fees that will probably be adopted after the first of the year.
The City needs to look at alternatives for R-O-W's to function as additional
collector roads. The consultants that the City has hired are looking at
efficient locations for additional collector roads.
The meeting was adjourned at 9:20 P.M.
