BOARD MEMBERS: David Hopkins, Chairman, Present John Langelotti, Present John Torcaso, Present David McLeod, Vice-Chairman, Present Joseph Ehardt, Present CITY OFFICIAL: ._-_._~._- J. Koch, Dir.Adm./Comp. Planning ~pproval of Minutes of November 1, 1989: Torcaso moved to approve the minutes of November 1, 1989. Seconded by Ehardt. Motion carried. Hopkins read the working goal that the Board had come up with at the meeting of March 8, 1989 as follows: "To foster an environment that contributes to the morals, health, safety, and welfare of the present residents and one that will encourage future generations to take residence and/or do business, in this communi ty , in order that this City may grow and prosper to the extent of an ideal communi ty" . - McLeod asked that the Board be furnished a copy of . the minutes of March 8, 1989, that states the goal. The meeting was adjourned at 7:40 P.M. WJRKSHOP pomprehensive Plan: Future Traffic CirC\llatior:!: Koch stated that because of the delay with the base map she is breaking away from the schedule the Board had been given. Koch stated that she will have overlays for the base map which show the natural features and wetlands shortly. Koch stated that of all the elements traffic circulation is the most difficult; this element could stop growth. The future depends on other jurisdictions also. In dealing with roads, we look at functional classifications: Primary arterials and interstates are under the state jurisdiction. Minor arterial roads and lnajor collector roads are under County jurisdiction. Eight years ago, the State gave the responsibility for certain roads to the County even though they pass through cities. The County policy that growth should pay for itself led to their impact fees. Planning and Zoning Board Minutes November 15, 1989 Page 2 The State in 1987 had a grant program for "special problems" and the City was awarded funding to study the connection of the two sides of town wi th a collector road system and the development of the central core area of the City. The study also analyzed other ways out of the City beside SR 434 and Tuscawilla Road. Koch went over the possible alternate roads that could be built in the City to alleviate the traffic on SR 434. Koch stated that the Board's job is to consider what the traffic circulation problems are and what are the possible solutions: what would benefit the citizens of Winter Springs. Koch told the Board that the Existing Traffic Circulation Study includes the consul tant ' s ideas on how to alleviate the traffic problems to benefit the citizens of Winter Springs. This is just a preliminary recommendation. The City's proposed impact fee utilizes a standards-driven methodology. This is based on the cost to build a collector road and the number of new trips to be generated only on City collector roads by future construction. - The meeting was adjourned at 9:00 P.M.
