BOARD MEMBERS: David Hopkins, Vice-Chairman, Present Gene Dorman, Chairman, Present John Torcaso, Present David McLeod, Present Joseph Ehardt, Present CITY OFFICIALS: J. Koch, Dir.Adm.jComp. Planning L. Kozlov, City Engineer NATURAL FEATURES OF WINTER SPRINGS: Koch stated that over the next few weeks we will have technical experts present information about the City's natural features for the Board's benefit. L. Kozlov, City Engineer, spoke on the surface waters of the City of Winter Springs. Kozlov stated that our water is regulated by the st. John's River Water Management District and also by the Department of Environmental Regulation, and these tw::> departments work hand in hand. All developers have to comply to these department's laws. Kozlov stated that the City has several natural water bodies, Lake Jesup, HOI/I1ell Creek, and Gee Creek. There are various wetlands that are associated wi th these water bodies. These wetlands form water basins wi thin the City. He stated that the matter that the City is involved in is stormwater control, which is governed by State Law and the St. John's River Water Management Distr ict . There are tw::> phases of stormwater, one being retention and the other being detention. Retention retains water for pollution concerns and detention controls the flow in a natural direction into creeks or lakes. As an example there is a natural condition for run-off and when land is develoPed an impervious condition is created and detention controls the run-off to be the same rate or less as existed before the land was develoPed. Kozlov explained the Federal Emergency Management Agency (FEMA), relating to flood prone areas. The City has a requirement that all finish floor elevations have to be one and one-half feet above the 100 year flood elevation. Also, the finished floor elevation has to be twenty-four inches above the crown of the road for proper flow.
