PLANNING AND ZONING BOARD MINUTES
September 20, 1989
The meeting was called to order at 7:35 P.M.

Approval of the Minutes of August 30, 1989:
Hopkins moved to approve the minutes of August 30, 1989 as presented. Seconded
by Torcaso. Vote: All aye. M::>tion carried.
Briefinq by City Planner on Developnent of New Comprehensive Plan:
Koch stated that as the Local Planning Agency one of the major rolls is to
provide substantive input into the developnent of the Comprehensive Plan. The
division of responsibility is the format and procedure are administrative
processes and the City Planner does this under the City Manager and the City
Attorney. The substantive aspect, in making reconunendations as to what the
City should do, compr ises the reconunendations of this Board to the City
Conunission .
The minimum requirement is to use all existing available data from all
legitimate sources, but we are encouraged to go beyond the minimum requirement.
There are two topics that are the main obstacles the City faces tor future
developnent - sewer capacity and road capacity.
Two years ago the City contracted for a twenty year water and sewer study with
our consulting engineers. Traffic circulation has become a focus because of
probable delays in State and County road improvements in the City. The grant
funds that the City gets from the State have been allocated to traffic
circulation studies.
The goals, objectives, and policies are the core of the Comprehensive Plan and
will be strictly enforced by the State.
The new plan will have the same elements as before plus a traffic circulation
map and the City's five year capital improvement program.
The City must use valid projections for long-term population growth. The
Bureau of Econanic Business Research of the University of Florida provides
County estimates, then the County and City planners determine the allocation of
the total to the various traffic zones in Seminole County.

The focus for the next few months will be to go over the existing conditions
and to analyze this in preparation for the future. The Board needs to evaluate
where the City stands now and where are the problems and what impact other
jurisdictions will have on our City.
We will bring in people who are knowledgeable on the subjects of the Plan
Elements the Board is reviewing and will develop programs that will be of
interest to the public so we can get their input.
The general concept to be followed was described by the Planner - to begin with
the natural envirorunent, then cover housing and growth, then services and
facilities for the public. The consensus of the Board was supportive of this
approach. The schedule will be printed and distributed for the next meeting.
The Board discussed their meeting dates. It was a majority agreement that the
Board will meet the first and third Wednesday's of each month. This will
enable the Board to approve their minutes before any item goes on to the
Commission for their approval.
The meeting was adjourned at 9:00 P.M.
