PLANNING AND ZONING BOARD MINUTES
August 30, 1989
The meeting was called to order at 7:32 P.M.

Approval of Minutes of July 26, 1989:
Torcaso moved to approve the minutes of July 26, 1989. Seconded by Hopkins.
Vote: Torcaso: aye; Hopkins: aye; McLeod: aye. Motion carried.
PUBLIC HEARING - LOCAL PLANNING AGENCY
Second Set of 1989 Amendments to Comprehensive Plan
Dorman closed the Planning and Zoning Board meeting and opened the Local
Planning Agency Public Hearing.
West 231 ft. (less North 71 ft. for R.O.W.), Lot 8, D.R. Mitchell Survey, Plat
Book 1, Page 5 - 5 Acres on South Side of SR 434 just East of SR 419-
Reclassify from Rural Residential to Commercial Land Use:
Koch gave her presentation. She stated that this property is located on SR 434
east of SR 419. There is a rough cut road on the site that was to have been
the entry to Florida Land Company's 400 acres. There is no presently planned
function for this property. The request is for the land use change from Rural
Residential to Commercial land use with the zoning of C-1. Property adjacent
to this is County General Rural and City Commercial Land Use.
Koch stated that Kathy Obenchain, representative for the owner, is present for
any questions.
Dorman asked if there are any plans for the use of this property. Obenchain
stated not as of yet.
Hopkins asked if the City can provide the services needed for this property.
Koch stated yes.
Ehardt asked if this proposed land use is in accordance with the Comprehensive
Plan. Koch stated that yes it is; the Comprehensive Plan has Connnercial usage
from Hayes Road to this point because there is residential development to the
south; then on eastward there is Light Industrial.
Hopkins moved to reconnnend approval of the application to reclassify the 5
acres on the south side of SR 434 just east of SR 419 from Rural Residential to
Connnercial land use. Seconded by Torcaso. Vote: All aye. Motion carried.

35 Acres on South Shore of Lake Jesup, North of SR 434-Tuscawilla Road
Intersection - Add to Winter Springs Land use Map as Rural Residential (Prior
County Land Use SUburban Estates):
Koch gave her presentation. She stated that the property is four lots along
the lake. The property has been annexed into the City and will be develoPed as
a City park. The zoning category of R-U allows for this use.
McLeOO asked if it was necessary to have this land use classification. Koch
stated that yes, the Ci ty does not at the present time have a separate land use
classification for parks.
There was discussion on the property.
Torcaso moved to recoonnend approval of the 35 acres on the south shore of Lake
Jesup to add to the Winter Springs Land Use Map as Rural Residential. Seconded
by Ehardt. Vote: All aye. Motion carried.
Koch stated that the public hearing before the Commission on these issues will
be held on September 11, 1989, prior to the transmittal to the State.
Dorman closed the Local Planning Agency public hearing.
The meeting was adjourned at 8: 25 P.M.
