PLANNING AND ZONING BOARD WJRKSHOP
February 8, 1989

Discussion of East Central Florida Comprehensive Regional Policy Plan as it
Pertains to Cities:
Koch stated that at the last workshop the Board discussed the State
Canprehensive Plan, which is not actually a plan but a list of twenty-five
goals each wi th policies proposed to lead to achievement of the goal. The
State Office of Management and Budget organized the State Plan into 75 policy
clusters.
The State and Regional Planning Statute specifies what the functions of the
Regional Planning Council. She stated that the City is part of the East
Central Florida Regional Planning Council. It has staff to act as coordinators
among the jurisdictions and also is a clearing house of information. They will
review the City's Comprehensive Plan and comment on it. Koch stated that the
member fran our City is Commissioner Hoffmann and he is currently on the Board
of Directors as the representative of the municipalities from Seminole County.
The East Central Florida Planning Council also reviews projects that affect the
region beyond any local boundary.
Koch stated that when the Board revises the City's Plan, it will not involve
all the twenty-five goals and seventy-five policy clusters from the Regional
Policy and State Plans. The Board will be concentrating on eight topics: land
use, traffic, housing, infrastructure, recreation, conservation, and capital
improvement elements, as well as intergovernmental coordination. There can
also be optional elements that the Board may want to include in the City's
Plan.
The Board discussed changing the primary goal of the City. They determined
that at the next meeting each member will cane in with a goal and they will
discuss all the ideas and come up wi th a new goal for the Ci ty .

Koch stated that she will be taking the topics the Board will need to look at
and break them down so the Board can understand the procedure better. She
stated that she has given the Board the overall information to review but the
Board will get a binder including that information; this notebook will be
augmented with other pertinent information as the work on the new Plan
proceeds.
The workshop adjourned at 9: 55 P. M.
