PLANNING AND ZONING BOARD MINUTES
June 8, 1988
The meeting was called to order at 7:30 P.M.

Tuscawilla Parcel 51 - Final Development Plan/Preliminary Engineering
LeBlanc gave his presentation. He stated that this is a planned condominium unit
planned for 196 units. He also stated that representatives from Hooker Homes are
present for any questions.
Torcaso asked about the traffic circulation study that was stated to be submitted,
in a copy of a memo the Board received. LeBlanc stated that the survey was submitted
to the Police Chief and he has stated that this was alright. LeBlanc also stated
that the developer is asking for variances to use part of the parking slots for the
right-of-way, to have no sidewalks in the interior, and a waiver to the 50 foot
setback from the mean high water line, and that these are items that would be
granted by the Commission.
Saporito stated that it would be helpful if the Board could see the traffic study,
and in the future could the Board get these.
Scott Banta, representative from L. J. Hooker Homes, gave his presentation. He
stated that there will be two tennis courts, and they will leave as many trees as
possible. There will be a perimeter wall around the project, ma/le of a combination
of brick and wrought iron and natural features. In the clubhouse area there will be
a pool, a kiddie pool, tot lot, a barbecue area, and a hammock area. The developer
is planning to use as much brick and cedar in the design of the buildings to keep
with the Tuscawilla design. He stated that inside the clubhouse there will be a
management office, game room, and a spa.
Banta stated the the buildings will be 12-plexes and will be two-tone brick and
have fireplaces.
Koch asked the developer since it will be awhile before 192 units are sold, are there
plans to have an on-site manager before the condominium association takes over. She
stated that the developer needs to provide a draft of the condominium documents.
Michael Grindstaff, representative of L. J. Hooker Homes, stated that the initial
documents have not been completed as of yet.

There was discussion on the request. It was discussed that the request is
incomplete as all documentation has not been presented.
Torcaso moved to approve the Final Development Plan/Preliminary Engineering for
Tuscawilla Parcel 51 and the documents requested by the Planning and Zoning Board
be presented to the City Commissioners before approval. Seconded by McLeod.
Discussion. Vote: Torcaso: aye; McLeod: aye; Saporito: aye; Hopkins: nay;
Dorman: absent.
Whittington Property - Request for approval of PUD Master Plan and Final
Development Plan (3.8 Acres, Single-Family Homes):
LeBlanc gave his presentation. He stated that the property is south of the Church
and adjacent to Tuscawilla Unit 5. The property is zoned PUD and is not part of
Tuscawilla. He stated there is a letter from the City Attorney. It is a mystery
as to how this property was zoned PUD, but the plan is to construct three homes
on the property, which is compatible with the surrounding area and Staff has no
negative findings. The Attorney states that the Staff is concerned that the
persons seeking to develop the property may be required to comply with the re-
quirements of a large PUD when this would be inappropriate as this property is
only 3.8 acres. The Attorney stated in his letter that the Staff is correct and
total compliance is not required.
Koch stated that the property was annexed into the City a long time ago and has
always been shown as PUD on the City's Official Zoning Map. Winter Springs Develop-
ment Corp. has nothing to do with this property. The only development directly
affected is Tuscawilla Unit 5 and Tuscawilla Trail, the private access to Unit 5.
LeBlanc stated that the road in question is platted with the Whittington property
and a letter would not be needed from the Unit 5 Homeowners Association.
Dr. Semano, one of the owners of the Whittington property, was there to speak for
the request. He stated that they want to divide the property into three lots and
develop each lot with a single-family home.
There was discussion on the request.
Torcaso moved to approve the request. Seconded by Hopkins. Vote: All aye.
Motion carried.
The meeting was adjourned at 8:25 P.M.
