Joshi moved to approve the minutes of November 25, 1987. Seconded by Donnelly.

LeBlanc gave his presentation. He stated this project 92 unit development
along Greenbriar Lane. Wally Temple, the developer, and Brian Austin, the
engineer, is here for any questions.
Temple stated that the company is under the name of Sun Craft Group. He stated
that they purchased the 24 acre development on June 30, 1987, and we have been
working with the City Staff and Brian Austin's firm McIntosh Associates since
then. The development is South East of the Country Club and right now is
inaccessible by street, it is bordered by Howell Creek, the golf course,and a
conservation easement. There will be 92 lots with less than 3.75 hanes per
acre. The smallest lot is 55' x 110', most of the lots are larger. None of
the lots back another lot, we are leaving an easement along the Greenbriar
right-of-way, which will allow us to landscape, have a berm, walls. We intend
to have just one entrance, wi th heavy landscaping, we plan a major water
feature or a lake fountain. There will be a guard house to provide security.
The streets are private. We have left a 20 I and some larger easement along
Greenbriar which allows us to meander the sidewalks.
Temple also stated that the hanes will be brick and cedar, the colors will be
compatible. The homes will be placed in the middle of the lot, we will stay
away from two story homes unless we are asked to build a custom home. The size
of the smallest home is a 2 bedroom home with 1,500 sq. ft . , going up to a 4
bedroom home with 2300 sq. ft. of space. The homes will be in the $125,000 to
175,000 price range. There will be two alternate elevations.
Hopkins stated his concern about a second entrance. LeBlanc stated that
Greenbriar Lane is under construction now and will come along the project.
Hopkins stated the bulk of the lots are on the opposite end of where there is a
proposed emergency access. LeBlanc stated that the Staff has addressed an
emergency access, but is not required by Code.
Joshi asked about front garages. Temple stated that the majority of the homes
will have the garage in the front. He also stated that they will mix up the
design some in front and some on the side. Joshi also asked about the distance
between the homes. Temple stated that the minimum is 10'.

Joshi asked about the existing pond. Temple stated that they will extend the
pond but it will just be for aesthetic reasons. The pond will have full
maintenance from the Homeowners Association.
Saporito asked about the density of people. Temple stated that he doesn't
expect a lot of children. He stated that the bulk of the buyers would be
empty nesters, or people over 50 years old. Temple stated that there should be
no more than 240 people in the project. Sapori to asked about automobile
traffic. Temple stated that there should be about 184 cars. Saporito asked
about the traffic exiting onto Northern Way. Temple stated that there
shouldn't be a problem as Greenbriar first anticipated 10 units per acre and
has less than that, and they don't expect a problem.
Saporito stated that there should be a remedy new and not wait until there is a
problem. He stated that the traffic is heavy in that area, and a remedy should
be planned for now and not wait until a problem exists.
LeBlanc stated that originally Tuscawilla was to have 9,000 units and he
assumes that a traffic impact study was done at that time, and new Tuscawilla
has reduced the number of units to 6,000, which is a reduction of 3,000.
LeBlanc stated that he would bring this up before the Staff to look at the
possibility of a traffic light.
Saporito asked about the intention of Tract A. Temple stated that it is for
landscaping and is dedicated to the homeowners association. Saporito asked if
this would be a mandatory homeowners association, Temple stated yes it would.
Saporito asked if the developer has considered a second entrance. Temple
stated that they really don I t want to have another entrance. He stated that
the Fire Chief and Police Chief were not concerned from a safety stand point
about a second entrance. He stated that the Fire Chief and Police Chief said
the emergency access sound nice but couldn't find them a year later, after
grass has grCMIl. Temple stated that they want to make a high impact entrance,
and would like to put all the money and resources into the one entrance.
Saporito asked about the emergency access provided by lot 69, Temple stated
that there is and there will be a break-away wall or gate.
Donnelly asked about on street parking. LeBlanc stated that there will be no
on street parking. Temple stated that they plan to have a paved access to the
Country Club for golf carts. He also stated that if there was an emergency
this could be accessed by cars.
Dorman asked about guest parking. Temple stated that he doesn I t know where hemwould place a guest parking area, that he never has come across this in a
single family development.
Dorman stated that the street is only 20' wide, and this would not acconnnodate
on street parking, there should be something in the Homeowners document that on
street parking is not allowed. Temple agreed.

Dorman asked about the sid6talks. He stated that the sid6talk is 4 I wide and
goes up to the miami curb, which is 2' from the street, and was concerned that
the sid6talks are too close to the vehicles. LeBlanc stated that the streets
are private and the developer will need to go to the Commission to get waivers,
and if the Conunission so desires can change that. He stated that the City
Engineer has no problems with the design.
Dorman asked Austin if there would be a problem to move the sidewalks. Temple
stated that this is aesthetically pleasing and gives a larger front yard.
Austin stated that there is a 12" right-of-way and normally 51 between the side
of the curb. Temple stated that if safety over-rides this he will separate the
sid6talk from the curb.
Dorman asked if there are any restriction of the existing pond. Temple stated
that they have an agreement with Tuscawilla, they can put a fountainin the
pond, it will not be for active recreation.
There was discussion on an emergency access.
Hopkins asked about the existing trees and vegetation. Temple stated that they
do selective clearing, they clear one lot at a time.
Temple stated that he would work with the Staff and his landscape people to
provide an emergency access.
Dorman moved to reconunend approval of the plan as presented with
that the sid6talks be separate from the edge of the street by at
that plans for a emergency exit to "B" Circle be included.
