Koch, Dir.Adm./C. Planner The meeting was called to order at 7:30 P.M. Approval of Minutes of September 23, 1987: Joshi moved to approve the minutes of September 23, 1987. Seconded by Donnelly. Vote: Hopkins: aye, Dorman: aye, Joshi: aye, Donnelly: aye, Saporito: absent. M:>tion carried. Dorman opened the Public Hearing. Request of James H. Hatcher for amendment of land use classification of property from Medi'WIl Density Residential to Conunercial - Lot 10, Block 2, North Orlando 4th Add. - House at 204 Wade Street near State Road 434: Koch gave her presentation. The area is between S.R. 434 and 419. When the City's original Comprehensive Plan was written in 1977, the entire row of hanes fronting S. R. 434 was designated for conversion to conunercial. It was anticipated at that time that as the developnent of business and the traffic increased it would be more desirable for business rather than hanes. The Ccmnission took comments from the owners and they indicated that they would rather not be rezoned prior to their conversion as their property taxes would go up. For 10 years now these houses have been classified commercial, and at the individual request of the owners, the properties have been rezoned to ccmnercial. The lot in question is around the corner on Wade Street. There is commercial on the south and east and residential on the north and west. The City is now looking at aligrunent of Hayes and Wade streets in order to make that a straight drive to S.R. 419. DOT is looking at a traffic light at Wade Street. James Hatcher was there to speak for his request. He stated that he purchased the house on August 17, 1987, and is repairing the house and wants to have administrative offices there, possibly a real estate office. Dorman asked if there was anyone present to speak for or against the request. There was no one present to speak for or against the request. Dorman closed the Public Hearing and reopened the regular meeting. There was discussion on the request. Koch stated that if the house were converted to ccmnercial use, there would be a Site Plan Review and at that time the Staff would look at the size of the property, parking spaces, the ingress/ egress, and fire safety. Some Board members were concern about having parking spaces in the rear of the property, and the effect it would have on the residents near the proposed office. Planning and Zoning Board Minutes September 30, 1987 Page 2 There was a concern that with Wade and Hayes Roads aligned, what would happen to the road that is already there. KOch stated that there might be a green area between the houses and the new road. Donnelly moved to recommend reclassifying the property to Commercial. Seconded by Joshi. Vote: Dorman: nay; Joshi: aye; Donnelly: aye; Saporito: absent; Hopkins: nay. MJtion denied based on a tie vote. Dorman stated that this will go before the Conunission and the Conunission will then decide whether to approve or disapprove the request. The meeting adjourned at 8:00 P.M.
