PRESENT WERE: David Hopkins, Present Gene Dorman, Chairman, Present Taro Joshi, Present Terri Donnelly, Present Michael Saporito, Vice-Chairman, Present CITY OFFICIAL: J. Koch, Dir.Adm./City Planner Approval of Minutes of June 10, 1987: Dorman stated that the members of the Board who were present at the June 10, 1987 meetiDJ would vote. Addition of Property to Land Use Map at Light Industrial Classification - Lot 12, Entzminger Farms Add. No.2, Plat Book 5, Page 9 - 7 acres North of Old Sanford-Dviedo Road, East of Wade Street (Annexation Pendinq) (Denton) : Dorman opened the Local Planning Aqency public heariDJ. Koch gave her presentation. She stated that this property is 6.85 acres that is logically part of the Light Irrlustrial area of the City around the Old Sanford-OViedo Road and Wade Street. To the north of the property is the Spring Hammock preserve, so there could be no access to the property fran the County . Services to the site would be identical to those provided to the other C-2 properties currently and as they are expanded. Dorman asked if there is anyone present to speak for or against the proposal. No one was present to speak. for or against the proposal. Donnelly stated that she was familiar with the request as a co-w:>rker is involved with this property and that she ~d abstain fran the vote. Reclassification of Property to Ccmnercial Land Use - Lots 1-4, Part Lots 5-6, P.K. Yonge Grant; and Lots 3-7, Part Lot 8, Block A, D.R. Mitchell Survey of Levy Grant, Plat Book 1, Page 5 - 414 Acres Fast of Brantley Avenue, North of State Road 434 (Schrimsher): Donnan recessed the regular meeting and convened the Local Plarming Agency public hearing. Koch gave her presentation. She stated that this 414-acre property was classified Rural residential when it was annexed, since under the previous law land use had to be assigned to be comparable to the prior County classification. There had been no subsequent request for change until now. The land is bounded on the east by Howell Branch, on the north by Lake Jessup, on the south by SR 434, and on the west by Brantley Avenue. Nearby City land uses are POD and Light Industrial. County land uses to the west of this property are now General Rural and LcM Intensity Urban, but the pending County plan update redesignates this area to High Intensity PUD (including industrial) and high Density Residential (multi-family). The property is a large segment of the undeveloped central area of the City now being studied to develop a transportation model for City collector roads to coordinate with the widening of SR 434. The request for Canmercial land use is consistent with the nature of the area, preferable to Light Industrial. The applicant envisions a retail-professional commercial canplex, with possibly sane multi-family units, which could be penni tted under the Conditional Use procedures. This development would provide gocxis and services to both the original tarmsi te area and 'fuscawilla, as well as to motorists travelling east on SR 434 to the anticipated ~resswa.y interchange approximately a mile further east. Steven Schrimsher, owner, was there to speak for his request. Joshi asked what is the current zoning of the County property next to the railroad. Koch stated that it is zoned A-l, Agricultural. Dorman asked if there was anyone present to speak for or against the request. No one was present to speak for or against the request. Dorman closed the public hearing and reconvened the regular meeting. Hopkins asked about the 235 acres not usable. Koch stated that the State will detennine what will not be all~ to be developed, based on the floodprone plane elevation of the land and the vegetation on the property. Addition of Property to Larrl Use Map at Light Industrial Classification- Lots 9-10, Block D, Flamingo Spri~, Plat Book 8, Page 72 - 1.5 Acres South of Florida Avenue (Annexation Pending) (Martin) : Dorman closed the regular meeting and reconvened the Public Hearing. Koch gave her presentation. She stated this is ~ lots in a residential subdivision on the south side of Florida Avenue, adjacent to a Highlands greenbelt area. It is located on an unpaved road. All the property to the north is in the City and is Light Industrial. The property on the south side off the HiglHiy is residential and is half developed. All the property along 17-92 is ccmnercial. It is not likely that more hanes will be builtin the area. The problem is to fini a land use for the property without causing arry harm to the residential area. When this canes before the Site Plan Review Board, buffers w:mld be required. The nature of the land is already Light Industrial. Mr. Martin was there to speak for his request. He stated that he has not gotten arry negative ccmnents fran the residents across the street fran his property. There was discussion on the request. Reclassification of Property to Light Industrial Land Use - South 120.5 ft. of East 361.5 ft. of Lot 7, Block A, Johnson's Poultry Farms, Plat Book 6, Page 8 - 1 Acre West of Belle Avenue (Baxley): Dorman closed the regular meeting and reconvened the Public Hearing. Koch gave her presentation. She stated that last year the land use of the urxieveloped 3-acre area of this lot was ~ed to Light Industrial and zoning C-2. Under the Statute for Small Scale amendments, the owner had to wait 12 months to change the land use of the remaining, previously developed part of - - Planni~ and Zoning Board Minutes August 12, 1987 Page 4 the property. This canpletes the assignment of land use classification for this lot annexed in 1986. Dorman asked if there was anyone present to speak for or against the request. Koch gave her presentation. She stated that this property has been in the City for a lo~ time. The applicant is ~ for the small scale procedure for a portion of Lot 7 now and is aware of the 12 month waiti~ period for the remainder. He is going to develop office/warehouse/storage facilities. Access to the property is fran the north along the west side (Belle Ave.). To the east is platted. 30 ft. right-of-way between this proposed developnent and the elanentary school. Jay Alpert was present to speak for his request. He stated that there would be light manufacturing on the property and this is why he is asking for the zonin;J of C-2. Donnan asked if there was anyone present to speak for or against the request. There was no one present to speak for or against the request. Mitchell SUrvey of Ievy Grant, Plat Book 1, Page 5 - 0.1 Acre South of State Road 4334, Fast of State Road 419 Intersection (Hanratty): Dorman closed the regular meeting and reconvened the Public Hearing. Koch gave her presentation. She stated that this 30'x lOa' parcel is adjacent to property being engineered for developnent as an office/warehouse project, and the developer needs to include this small piece of property for stornwater retention. This property is not now zoned for that purpose. Hanratty was there to speak for his request. Dorman asked if there was anyone present to speak for or against the request. Jolmson's Survey, Deed Book 147, Page 221 - 1.2 Acres West of State Road 434, Across fran City Hall (Luttrell): Donnan closed the regular meeting arrl reconvened the public hearing. Koch gave her presentation. She stated that the property is adjacent to the larrl recently approved for a lJX)bile bane sales center for Seminole Pines. The change of the Luttrell property to Ccmnercial is consistent with existing nearby larrl uses arrl plans for this area of the City. Dorman asked if there was anyone present to speak for or against the request. There was no one present to speak for or against the request. Dorman closed the public hearing arrl reconvened the regular meeting. Donnelly moved to approve the request of Camnercial Land Use arrl zoning C-l. Seconded by Joshi. Joshi recanmended Saporito as Vice-Chairman for the 1987-88 year. All agreed. Donnan stated that the Board needs to canplete its review of the Residential Zoning Codes arrl make recamnendations to the City Ccmnission. He stated that at the next meeting the Board should be ready to discuss this issue in depth. The meeting was adjourned at 8: 55 P. M.
