Koch, Dir.Adm.iC.Planner APPROVAL OF MINUTES OF JANUARY 28, 1987: Dorman moved to amend the minutes of January 28, 1987 to state: MASONRY WALL BUFFERS: The more conflicting the two uses would be, the more solid the buffer to be - the degree of separation between one and the next determines the degree of the buffer required, have a specific height requirement between a commercial and residential development to be determined by the Site Plan Review Board based on the development's own merit. MOBILE HOME PARK MODEL CENTERS: The models should be set on a minimum allowable size lot. COMMERCIAL DEVELOPMENT AT INTERSECTIONS: Any new construction of a business should not have an entranceway within a specified number of feet from an intersection if the business's traffic exceeds the traffic count for that intersection, taking into consideration the build-out of the surrounding area according to the plan density population. Dorman recommended that the City hire a consulting traffic engineer to do a study on the traffic capacity of the City and what needs to be done to solve the problem. Request of Herbert L. and Roberta Henson to Annex Lot 25, Block D, D.R. Mitchell's Survey of the Levy Grant (10.41 acres on south side of State Road 434 approximately 2i3 mile east of State Road 419 intersection) . Koch gave her presentation. She stated that this is one of two lots in this vicinity not annexed in 1983; the owners at that time chose not to annex. There is no problem with Seminole County. They will not oppose any annexation in this area. In exchange, the Ci ty will provide services to the area. Surrounding properties are classified as Light Industrial and Rural Residential land uses. Joshi moved to recommend approval to the City Commission to annex Lot 25, Block D, D.R. Mitchell's Survey of the Levy Grant (10.41 acres on south side of State Road 434 approximately 2/3 mile east of State Road 419 intersection. Seconded by DeFazio. Vote: Dorman: aye; Joshi: aye; Hartman: absent; Saporito: aye; DeFazio: aye. Motion carried. Mr. Gary Conkee a new resident, asked the Board about the Expressway plan in the area. Koch stated that the expressway authori ty was created a year and a half ago. She stated that the consultant is developing a proposal for a final alignment from the Orange County line to the Tuscawilla Road- S.R. 434 intersection, to be decided by June of this year. Conkee asked if this roadway will run through the community of Tuscawilla. Koch stated that it will not. ---- ~ ,.' .:~ Planning and Zoning Board Minutes February 11, 1987 Page 2 Dorman stated that there will be a special meeting on the 25th of February at the Tuscawilla Country Club and also a meeting at Winter Springs City Hall on March 3, 1987 between 3:00 and 9:00 P.M. concerning the Expressway. Saporito suggested that the Board and the City Commission hold a workshop together to discuss land use ideas. The meeting was adjourned at 8:30 P.M.
