PRESENT WERE: Richard DeFazio, Vice-Chairman, Present Gene Dorman, Chairman, Present Taru Joshi, Absent Jim Hartman, Present Michael Saporito, Present CITY OFFICIAL: J.Koch,Dir.Adm./C.Planner APPROVAL OF MINUTES OF JANUARY 14, 1987: Hartman moved to approve the minutes of January 14, 1987. Seconded by Saporito. Vote: DeFazio: aye; Dorman: aye; Joshi: absent; Hartman: aye; Saporito: aye. Motion carried. APPROVAL OF MINUTES OF SPECIAL MEETING OF JANUARY 21, 1987: DeFazio moved to approve the minutes of the special meeting of January 21, 1987. Seconded by Saporito. Vote: Dorman: aye; Joshi: absent; Hartman: aye; Saporito: aye; DeFazio: aye. Motion carried. ITEM 6 - PUBLIC HEARING - AMENDMENTS TO LAND USE MAP 6-1. Addition of 1.83 acres at Light Industrial Land Use Classification/East side of Belle Avenue, south of S.R. 434 (Williams). 6-2. Addition of 1.17 acres at Light Industrial Land Use Classification/East side of Belle Avenue, south of S.R. 434 (Lonsway- South-eastern Surveying). Dorman stated that the Board will hear the amendments to the Land Use map as the Local Planning Agency and will close the Public Hearing and reconvene as the Planning and Zoning Board to act on the amendments. Koch stated that the Board needs to recommend to the City Commission at what land use classification to add these properties to our land use map and at what land use. She stated that this land was amended by Seminole County as Industrial Land Use. The category in the City of Winter Springs would be Light Industrial Land Use. Dorman asked about the zoning along S. R. 434. Koch stated that the City has the frontage along S.R. 434 zoned C-1, and beyond that the zoning of C-2. Milt Williams of Tri-County Towing was there to speak for his request. He stated that he was asked by the county to consider to either annex into the City of Casselberry or City of Winter Springs, for fire and police protection. He plans to build a metal building to have a police crime lab and to also have a laser dark room for police investigation of homicide cases. He stated that he has spoken to area pol ice departments and that they would welcome this facility in the .-... -- AMENDED MINUTES Planning and Zoning Board Meeting January 28, 1987 Page 2 area as it would be centrally located. He also stated that this property would be used to park cars and to store vehicles involved in crimes. Koch stated that there is a 30 foot right-of-way which is heavily wooded which would be a buffer between this property and Walden Terrace. Dorman asked if there would be any hazardous waste materials being disposed of by the crime lab. Williams stated that there would not. Koch stated that it would be to the City's advantage to have this property in the Ci ty and zoned C-2 because our zoning would be less intense than the zoning is in Seminole County. She stated that the City's C-2 zoning has less objectionable uses than the Seminole County, M-1-A zone. Dorman closed the Public Hearing and reconvened as the Planning and Zoning Board. Hartman moved to recommend approval to the City Commission to assign the Land Use Classification of Light Industrial ,and to have the zoning at C-2 for both parcels on Belle Avenue. Seconded by Saporito. Vote: Hartman: aye; Saporito: aye; DeFazio: aye; Dorman: aye; Joshi: absent. Motion carried. BOARD INPUT ON SUGGESTED ZONING ORDINANCE MODIFICATIONS - Masonry wall buffers. There was discussion on the masonry wall buffers. It was determined that the more conflicting the two uses would be, the more solid the buffer to be - the degree of separation between one and the next determines the degree of the buffer required, have a specif ic height requirement between a commercial and residential development to be determined by the Site Plan Review Board based on the development's own merit. Mobile Home Park Model Centers There was discussion on model centers in mobile home parks. It was determined that model centers should be set up within park boundaries. The models should be set up on a minimum allowable size lot, tied down and skirted, and landscaped. The sales office should be set up on a minimum allowable size lot; to have these models and sales office be consistent with the rest of the park. Model homes on lots scattered within the park should be permanently installed, but those in separate "model areas" need not be as long as they are spaced equally to the homes in the park. ,,-.. ".-,. AMENDED MINUTES Planning and Zoning Board Minutes January 28, 1987 Page 3 ITEM 8 - BOARD INPUT ON ADMINISTRATIVE REZONING OF PROPERTY TO CONFORM TO ADOPTED LAND USE MAP - C-2 PARCEL ON NORTHWEST CORNER OF S.R. 434 AND WADE STREET: There was discussion on the administrative rezoning. It was determined that any new construction of a business should not have an entranceway within a specified number of feet from an intersection if the business IS traff ic exceeds the traffic count for that intersection, taking into consideration the build-out of the surrounding area according to the plan density population. There should be a specific Code provision set for this. The Board suggests a provision in the zoning Code. The City Planner pointed out Chapter 13 of the City Code would also be a proper place for the provision to go. The meeting was adjourned at 9:35 P.M.
