ITEM 4 - Continuation of the Request of Coastal Equity << Development
Corporation for Approval of Final Development Plan/Preliminary
Engineering for Braewick Villages in Tuscawilla on South Side of Winter
Springs Boulevard East of Howell Branch. (Continued from the January
14, 1987, Planning and Zoning Board Meeting:
Dorman stated that this is a special meeting continued from the January
14, 1987, meeting. He stated that as of the last meeting the Board had
asked about the effect of application by the developer to build along
the creek. He asked Koch if the City has received any information from
DER. Koch stated that this would be addressed in the Final Engineering
to the City Engineer.
Wayne Ford of Coastal Equi ty and Leonard Cechowski of Phoenix
-'Engineering were there to speak on the development.
Cechowski stated that the developer has contacted DER requesting an
environmentalist to meet the developer at the job site. He stated that
DER will establish a jurisdictional line there and if the development
does not cross the line there will not be a DER permit necessary. The
DER people are extremely backed-up and won I t be out at the job site
until a month.
Dorman stated that the Board was concerned about the parking throughout
the project.
Cechowski stated that the developer has added extra parking. At the
Creekside Villas which have a one car garage, one car can park on the
driveway, which will equal to 172 parking spaces. He stated that in
addition to that they have added over-flow parking to a total of 195
parking spaces with a ratio of 2.3 to 1. In the Parks ide Villas which
have no garages, the developer has provided 214.,spaces plus an
additional 21 spaces throughout the area, with basically a 2.2 to 1
ratio. He stated that the developer has dropped two units to.
accommodate an emergency connector road, which leaves 107 units in the
Parkside Villas. In the Golfside Villas there are 78 Villas;
approximately 23 units with a one '. car garage and room for one car in
the driveway, which gives 46 parking spaces; 55 units will have a 1 and
1/2 car garage, which allows one car in the garage and 2 cars parked in
""""'" driveway, or 165 parking spaces; 31 guest parking spaces have been
added in various areas, making a 3.1 to 1 ratio. The club house has 33
parking spaces. This makes a total of 705 parking spaces for the

development, or 2.6 per unit.

There was discussion on the parking spaces for the Parkside Villas.
Defazio asked whether the parking spaces would be assigned and
designated for each unit. Cechowski stated that the spaces were not
assigned.
Kocl) stated that the Chief of Police recommended to have assigned
parking spaces, and that this was recommended at the Staff Review.
There was discussion on the parking. Jay Alpert of the Winter Springs
Development Corporation was there to speak for the development. He
stated that the matter of parking spaces being designated would be
decided by the Homeowners Association of Braewick Village.
Dorman asked the developer about the letter dated January 19, 1987,
from the City Engineer listing six items of concern. Cechowski stated
that the developer has agreed to all items of question except for item
number three of the City Engineer's letter, which stated that the City
sees it necessary to install a stormsewer pipe. Cechowski stated that
he sees no advantage with installing the stormsewer and the developer
is not willing to do it.

Koch asked about the radius of cul-de-sacs. Cechowski stated that one
cul-de-sac has been eliminated and the other cul-de-sac is the proper
radius and is on the easement, he stated that Seminole Utilities has
granted them an easement for ~his cul-de-sac.
Hartman asked about the pathways. Ford stated that the pathways would
be paved.
Cechowski stated that there was a question at the previous meeting
concerning the 50 ft. setback from the high water elevations. He
stated that this is not a creek, that it is a man-made ditch made to
drain from the gQlf course and low lying areas. He stated that the
ditch is approximately 13 ft. off the property line. The back of the
units are 30 ft. away, they propose to come from the back of the units
8 ft. and will use double railroad ties/or concrete wall. He stated
that at this time he is waiting for the soils engineer's report to
determine if this will be concrete or railroad ties. He stated that
there will be an 8 ft. flat area to the top of the wall, and they will
put a hedge line along this area. He stated that there will be 26 ft.
of existing woods between the wall and the ditch.

Koch asked if the developers have changed their request for
waivers;Ford stated that the developer has not changed the request for
waivers.
DeFazio moved to recommend approval of the request of Coastal Equity <<

south side of Winter Springs Boulevard east of Howell Branch, and that
parking spaces be assigned as requested by the Chief of Police and
subject to comments made by the Staff, and to consider the waivers
being requested by the developer. Seconded by Hartman.
There was discussion on the motion.
Saporito moved to amend the motion to state that the assigned parking
spaces be governed by the Homeowners Association and not by the Board
or Commission.
There was discussion on the amendment.
Saporito withdrew the amendment.
There was discussion on the assigned parking.
Dorman moved to amend the motion. He moved to recommend approval as
presented pending changes to conform wi th the comments of the Ci ty
Engineer's letter dated January 19, 1981, and approval of the City
Commission of the waivers and to have one parking space assigned per
unit at the parkside Villas. Maker and seconder concurred. Vote on
revised motion: Joshi: aye; Hartman: aye; Saporito: aye; DeFazio: aye;
Dorman: nay. Motion approved.
