AMENDED MINUTES
PLANNING AND ZONING BOARD MEETING
November 26, 1986
The meeting was called to order by Chairman Dorman at 7:30 P.M.
PRESENT WERE:

APPROVAL OF MINUTES OF NOVEMBER 12, 1986:
DeFazio moved to approve the minutes of November 12, 1986. Seconded by
Joshi. Vote: DeFazio: aye; Dorman: aye; Joshi: aye; Hartman:
absent; Saporito: aye. Motion carried.
PUBLIC HEARING TO CONSIDER TWO SMALL-SCALE AMENDMENTS TO Comprehensive
PLAN - LAND USE MAP:
Dorman stated that the Planning and Zoning Board acts as the Local
Planning Agency for the City. The Board will hold the Public Hearing as
the Local Planning Agency then close the Public Hearing and resume as
the Planning and Zoning Board to. act on the matters.
Item 1. Addition of 1.24 acres at Light Industrial Land Use
Classification - North side of Shepard Road just east of US 17-92
(Dittmer):
Koch gave her presentation. She stated that on November 10, 1986, the
Commission accepted the recommendation and had the first reading of
Ordinance 326 to annex the property into the City of Winter Springs.
Dorman closed the Public Hearing and reconvened the Planning and Zoning
Board Meeting.
Koch stated that the Commission at this point is dealing with the
annexa t ion. We are adding this to our Land Use Map. This property
already has Industrial Land Use in Seminole County. The fact that we
are adding it to our Land Use Map we need to pass by Ordinance, that
this will be in agreement with the City's Land Use Map. This is an
amendment to our Land Use Plan. This would be classified on our Land
Use Map as Light Industrial and to be zoned as C-2 on our zoning map.
DeFazio moved to recommend to the City Commission to amend our
Comprehensive Plan to add the 1.24 acres at Light Industrial Land Use
Classification - North side of Shepard Road just east of US 17-92 owned
by Walt Dittmer. Seconded by Joshi. Vote: Joshi: aye; Hartman:
absent; Saporito: aye; DeFazio: aye; Dorman: aye. Motion carried.
Item 2. Reclassification of 1.5 acres from Rural Residential Land Use
to Commercial or Medium Densi ty Residential - West side of S. R. 434
one-half mile northwest of Tuscawilla Road (Gould):
Koch have her presentation. She stated that the property is now zoned
R-U. The owners would like to build a model center, but our zoning code

does not allow that. It was determined at the previous meeting that the
zoning of C-2 would not be appropriate for the area. The Board needs to
look at how to permi t a model center for Seminole Pines, ei ther by
recommending a special exception in R-U or by changing the zoning.
Olney Adkinson, Ben Mess, and David Hopkins, spoke on the request of the
owners. Adkinson stated that the residents of Seminole Pines were in
favor of locating the sales office and model center on the property at
the entrance of the Park.
Adkinson presented the Board with a petition that was signed by
residents of Seminole Pines stating that they agree with the owners for
the intended use but they object to the reclassification of C-l zoning.
Philip Bonus, Attorney for the owners was there to speak for the
applicant. There was discussion on the zoning classification for the 1.5
acres located at the entrance of the park. Traffic was considered.
Dorman closed the Public Hearing and reconvened the Planning and Zoning
Board Meeting.
There was discussion on the proper zoning for the intended use of the
property.
Dorman moved to recommend to the City Commission to maintain the R-U
zoning and to strongly recommend the Board of Adjustment approval of a
Special Exception to allow a sales office and model center on the 1.5
acres, one-half mile northwest of Tuscawilla Road.
There was discussion on the motion. Saporito stated that the motion
should state that the sales of mobile homes be limited to sales for the
park only, to avoid any undue traffic at the entrance of the park.
Dorman moved to recommend approval to the City Commission to maintain
the R-U zoning and to strongly recommend Board of Adjustment approval of
a Special Exception to allow a sales office and model center limited to
two models and to limit the sales to Seminole Pines Mobile Home Park.
Seconded by Saporito. Vote: Joshi: aye; Hartman: absent; Saporito:
aye; DeFazio: aye; Dorman: aye. Motion carried.

REQUEST OF CLARENCE WILLIAMS, III TO ANNEX NORTH 177 FEET OF LOT 8,
BLOCKB, JOHNSON'S POULTRY FARM, PLAT BOOK 6, PAGE 8 - 1.83 ACRES SOUTH
OF S.R. 434 BETWEEN BELLE AVENUE AND WINTER SPRINGS ELEMENTARY SCHOOL:
Koch gave her presentation. She stated that the property is 177 feet of
a commercial lot adjacent to property in the City. The request is to
annex into the City. This would leave only a little property in this
block in Seminole County; the rest is in our City and the Ci ty of
Casselberry. The property is classified as industrial in the County. A
separate hearing will be held regarding adding the property to our Land
Use Map.
DeFazio moved to recommend approval to the City Commission to accept the
annexation of the north 177 feet of Lot 8, block B, Johnson's Poultry
Farm, Plat Book 6, Page 8, - 1.83 acres south of S.R. 434 between Belle
Avenue and Winter Springs Elementary School. Seconded by Joshi. Vote:
Saporito: aye; DeFazio: aye; Dorman: aye; Joshi: aye; Hartman: absent.
Motion carried.
