PRESENT WERE: Richard DeFazio, Absent Gene Dorman, Vice-Chairman, Present Taru Joshi, Present Jim Hartman, Absent D. Robert Smedley, Chairman, Present CITY OFFICIAL: Jacqueline Koch, Dir. Adm./City Planner APPROVAL OF MINUTES OF SEPTEMBER 10, 1986: Dorman moved to approve the minutes of September 10, 1986. Seconded by Joshi. Vote: DeFazio: absent; Dorman: aye; Joshi: aye; Hartman: absent; Smedley: aye. Hotion carried. REVIEW OF PROPOSED REVISION OF PUD ORDINANCE: Koch gave her presentation. She stated that the Commission has reviewed the Ordinance and asked that the Planning and Zoning Board review the Ordinance and to give any comments that they might have. Joshi stated that on page 9 in Section 44.85.6, paragraph 14 (a) that it should be emphasized that the Homeowners Association is mandatory. Also to cross-reference this to any other part of the Ordinance that mentions the Homeowners Association. Smedley stated that there should be a few wording clarifications on page 15 in Section 44.85.14, paragraph 19, to add the word "residential" in the first sentence: The total number of acres of land explicitly available for the construction of residential buildings and "residential" structures. Also the word "residential" in the second sentence: Land which is not suitable for the construction of residential buildings or "residential" structures. And the word "or" to be added in the last half of the second sentence: ... or which is devoted to schools, water areas, commercial land uses, utilities "or" common open space shall not be included." Dorman stated that on page 3, in Section 44.85.4, paragraph 2 (f), the wording "two units" should be changed to "100% maximum.',' Also, the word "increase" should be changed to "post development increase": ...densities shall be limited to a "post development density increase" of "100 per cent maximum." ...Any "post development increase in density" ...shall be limited to "100 per cent maximum". Smedley moved to recommend to the City Commission approval of the revised PUD Ordinance as presented with the following modifications: 1. Section 44.85.6, paragraph 14 (a), to require a mandatory Homeowners Association. 2. Section 44.85.14, paragraph 19, to add the word "residential" in the first and second sentence; and to add the word "or" in the last half of the second sentence. 3. Section 44.85.4, paragraph 2 (f), to change the wording from "two units" to "100 per cent maximum" and also the word "increase" to "post-development density increase". ..
