HomeMy WebLinkAbout1985 12 24 Staff Review Meeting Minutes STAFF REVIEW MEETING MINlJIES TUESDAY, DECEMBER 24, 1985 The meeting was called to order by City Plarmer, Peter Cowell at 9:00 a.m. PRESENT : Steve Marquart, Dyer, Riddle, Mills & Precourt Lucius Custnnan, Dyer, Riddle, Mills & Precourt Robert D. Dave Walker, Rick Swisher Architect Rick Swisher, Rick Swisher Architect Walt Freeman, Landscape Architect Father Jom Bluett, Paster STAFF PRESENT: Peter Cowell, City Plazmer Gil Artman, Director of Public Works Len Kozlov, City Engineer Jom Govorubk, Police Chief Tim Lallathin, Assistant Fire Chief Robert Raeder, Building Inspector ST. STEPHENS CATHOLIC CHURCH: Peter Cowell stated that the project is to be constructed into two phases. No line on the plans showing sher Phase I and Phase II are. The Administration Classroom Building designated as future, is that all to be future or is part of the parking lot to be future or sane combination thereof? Father Bluett stated what is going to happen as he sees it, and he thinks in the next 10-15 years, have an office outside behind the church. Rick Swis~r stated that Phase I will be developed carpletely now. It will include part of the administration offices. The balance of the Administration Building and Stmday School Classroans will be done in Phase II as well as the development of the courtyards within that space. All of the site development including the site identi- fication sign will be done in Phase I. Peter Cowell stated that he does not have dimensions or floor area ratios for any of the buildings. He doesn't have a preliminary landscape plan. He needs the square footage of the building. When the square footage for the administration and class- room buildings are detennined, the additional parking requireIIEI1ts for these buildings will also need to be canplied with. If Mr. Swisher and Mr. Wisor can address these issues to staff's satisfaction, the project will be recannended to the Planning and Zoning Board. Tuscawilla Unit 6 ahutts the property and it is not shown where the existing residential dwellings in Unit 6 are in relationship to the project. Sideyard setbacks of 10' and that the two houses that ahutts the cul-de-sac on Gazell Trail are very close to that. There is no architectural review and approval for the administra- tion building. Rick Swisher stated that they are doing the skenatic and design development. Peter Cowell stated that IWS disposes of the solid waste and refuse for the City. There is a concrete ~ster pad indicated that is not enclosed or gated. It will need to be constructed along with Phase I. It may need to be relocated with Phase II. Center identification sign needs an ARB approval. All of this can be approved as one package or individually. The Engingeering will be required on this as well. The Staff has not seen the Cotmty penni.tfor the road cuts. Rick Swisher stated that they su1:Jnitted plans to the County for approval in order to put the trailer on the site and before they could get the pennit, they had to have the curb cuts approved by the Colmty or they could not get the penni ts . Peter Cowell asked Tim Lallathin how high can we presently protect in a fire situ- ation? 'lhe building is going to be built to a height of 60'. Tim Lallathin stated that we have fire streams that can reach 60', but we don't have ladder capacity to reach 60'. We have ladder capacity to reach 35'. Tim Lallathin also stated that Staff Review Meeting Minutes December 24, 1985 Page 2 in a staff meeting at the Fire Depart:m:mt, they discussed the height and have no problem with the height. The only problem he sees is the fire hydrant not being looped. Rick Swisher stated that there will be a sprinkler system in the buildings. Jom Govoruhk, stated that he has talked with the Country Traffic Engineering, and they do have authorization for the two driveways caning and going. The pennit for the two driveways has been issued by the Cotmty. He also stated that they need to get together 0Il the arrow for the turn lane before you get onto Tuscawilla Road for the final engineering. Also get with Florida Power Corporation and submit a plan on the lighting system; and for final approval the final site plan lighting is required. Gil Artman stated that the City now has an Arbor Ordinance. Peter Cowell stated that the streets will be limerock instead of soil cement. Gil Artman stated that is is still up in the air as to what area is more applicable in maintaining the roads. Peter Cowell stated the only other concern is that this is the tallest building in the City; and from the pla:nn.ing standpoint, he Carnlot recarmend on this. It would be for the Ccmnission to decide. Even with the architectural approval, he said, he thinks that the building is still too high. In a C-2 zone the maximum height is 50'. It seemed the Staff and ARB believed the intent was for a steeple instead of a roof line; therefore, when it canes time for the final develo'fXIleIlt plan, we will request a full architectural, as well, so that the Ccmnission can see exactly what the structure is going to look like before making a decision. Rick Swisher stated that they would like the flexibility of 1:>eing able to IIDve the church forward 20'. There is a large group of trees in the front that they would like to save if they are given approval by the Carmission.. The flexibility would also be given at this time. Peter Cowell stated that he will need five copies of this with the doC1.lITeIltations that have been asked for to be submitted, so that he can get the packages ready for the Planning and Zoning Board Meeting on January 8, 1986.
