Re: Winter Springs Plaza
On Thursday, March 21, 1985 the Staff met with Bob Goll to discuss
his request to develop a professional office/retail complex on S.R. 434
between Devon and Fairfax Avenues.
Each of the four buildings will contain 3,800 square feet of floor
space and 15 parking spaces, which is more than adequate.
The developer has elected to leave the one live Oak and three palm
trees on site as well as add additional buffering as required by the both
parking ordinances and Staff recommendation.
The 9 x 18 parking areas will be taken before the Board of Adjustment
on April 4, 1985 for review.
A curb with underdrains will be added to the design to insure
drainage. The City Engineer will also need to see the soils test as
was utilized as a limerock site during the construction of S.R. 434.

Other items needing to be reviewed at this time are; the signage, as
the developer has a total of 260 lineal feet for frontage. The center identi-
fication sign will need to be taken to the Site Plan Review Board.
The DCCR's will need to divide the signage and control the maintenance
and landscaping.
The DOT will need to approve the center curb cut for a driveway on
S.R. 434. Five foot sidewalks will need to be sloped into 4 foot sidewalks,
where commercial abuts residential.
The curbs for the parking, enclosed dumpsters, a buffered stone wall,
traffic control devices, and streetlights have all been agreed to by the developer.

These issues will be addressed prior to the final engineering of the project
by the departments.
Sewer and water have no problem as the project has capacity.
The developer is also requesting for the vacation of that portion of the
Plat, Lots 1, 2, 3, 4, 31 and 32, Block 4, Replat of North Orlando, First and
Second Additions, as recorded in Plat Book 14, Page 16, Public Records of
Seminole County, to be replatted at the time of final engineering.
With these considerations the Staff has recommended approval of the
preliminary engineering of the Winter Springs Plaza.
