APPROVAL OF MINUTES OF OCTOBER 23, 1985:
Gene Dorman made the mtion to approve the minutes of October 23, 1985. Seconded by
Jon Hall. Vote: Robert Snedley, aye; Gene Do'IlIl8I'l, aye; Jon Hall aye; Taru Joshi,
absent; Richard DeFazio, absent.
SHEPARD OAKS PUn/ AMENIl1ENT 10 PRELIMINARYDEVElDPMENT PlAN:
City Planner Peter Cowell gave his presentation.
Ahwst a y.~ BKO Sid Vih1en and Jim Mack in their process of annexing this project
into the City oJ: Winter Springs received a change in density frcm Seminole County
to allow 12 units per acre gross density. They have presented a plan based upon
that concept be in quadruplex form to be called Shepard Oaks, and the zoning to be
designated as PUD because a great deal of the land is envirOIJIYantally sensitive and
was going to be kept on the tax rolls this winter and still be able to be utilized
under a project. It is a worthwhile project in that it abutted two additional
PUDs being in the Highlands and Rustic Woods or Wildwood PUD, and at that time
Planning and Zoning and the Ccmnission both reccnm:mded and approved the preliminary
development plan. Since that time, the project has been sold and is now under
contract which allows Mr. Joe Spears to act as the representative for Cardinal
Industries. The preliminary plans have been revised. Three major concerns mainly
in regard to traffic and fire safety. One, a turning lane to the left or east as
you are coming onto Shepard Road. Curb generations and inij?act on Shepard Road as
the staffing lane for cars at Shepard Road. All of these things would be designed
and reconsidered with the final development plan preliminary engineering plan.
Right now the staff's best judgement and consideration is for approximately a 35'
stacking lane with an additional hard pan to be sodded over . Drive to the east
side of the project coming in over the curb as an emergency entrance into the
project. A few trees would be relOOved, but it would still be landscaped. The
real concern is inij?act to Shepard Road. It was realized after reviewing Shepard
Road over the past couple of days.
Mr. Joe Spears, representative fran Cardinal Industries, present and answered
questions fran the board members.
Gene. Dorman made the mtion to reconm:md approval of the revised preliminary
development plan for the Shepard Oaks PUD, and recoomend to the City Cannission
that they waive the requiremmts of 44.85.4 paragraph 4c of the City Ordinance.
And that the developer will pay 5% of the value of the land to the City for
recreational uses. The phasing line will be mdified to include the 15 t state
right of road and parking area on each side and the inclusion of the double
cluster unit on each side and the exclusion of the double cluster unit at the
northeast end of the phase inlet. Seconded by Jon Hall. Vote: Robert Smedley,
aye; Gene Dorman, aye; Jon Hall, aye; Taru Joshi, absent; Richard DeFazio, absent.
