PLANNING & ZONING BOARD MINUTES
WEDNESDAY, JANUARY 9, 1985
7:30 P.M.
The meeting was called to order by Chairman Smedley.

APPROVAL OF MINUTES OF DECEMBER 12, 1984
DeFazio moved to approve minutes as submitted. Joshi second. Motion carries.
Minutes approved as submitted.
MOSS ROAD QUADS - RECOMMENDATION TO APPROVE PRELIMINARY SITE PLANS
City Planner presentation. Discussion. Hall moved to accept the plan as it has been
approved by City Planner and Staff. Boyd second. Discussion.
Smedley moved to amend the motion that the road and the paved parking area and the roads
on this project be maintained by the Homeowners Association and also that the 5% parks
recreation fee be applied to the assessed value after the completion of the project.
DeFazio second for discussion. Discussion. Smedley withdrew amendment. DeFazio
withdrew second.
Smedley moved to amend the motion that the road be maintained under the Homeowners Association
and that the 5% parks and recreation be applied to a new assessment of the land value.
DeFazio second. Vote: All aye. Motion amended.
DeFazio moved to amend the motion that it be filed with the Homeowners Association that
recreational vehicles not be allowed due to the lack of parking spaces, that recreational
vehicles be stored off site. Amendment dies for lack of a second.
VOTE: Hall, aye; DeFazio, aye; Smedley, nay; Boyd, aye; Joshi, nay.
PRELIMINARY DEVELOPMENT PLAN FOR TUSCAWILLA CLUB
City Planner presentation. Discussion. Richard Adams, Attorney for the developer was
present and identified the court reporter as his reporter. Bob Cantu, Dyer Riddle;
Bob Story and Terry Rice as owners were present t9 represent and make their presentation.
Mark Woodbury representing the owners made his presentation. Discussion. The following
residents came forward to speak in opposition to this plan. Sid Haw, Owner of single
family home; C. F. Patterson, 1022 Nancy Circle; Fred Forbes, 1025 Nancy Cr.;
Emerson Elliott, property owner of 2800 sq. ft. home; George Weigle, Northern Way;
Discussion. Johnny Johnson, homeowner; Sid Haw.
Smedley moved this matter be postponed until such time as a proper application is
submitted and suggest to the developer between than and now he if some modifications
can be agreed to with existing property owners. DeFazio second. Vote: All aye.

Smedley moved this matter be postponed until such time as a proper application is submitted
and suggest to the developer between than and now he (the developer) should get in contact
with the existing property owners to see if some agreement can be reached. DeFazio second.
Vote: All aye. Motion carries.
